There is a lord Hyland so it isn't exactly a matriarchy but Lady Hyland is Definitely ferocious and probably has a large say in the things that happen

A matriarchy is what you're thinking of, which is where the women hold the power, but that's not what I said.

EX: there can be both a matriarch and patriarch at the same time.

I would assume not, unless the current lord dies and the heir does not take the throne immediately, in which case lady Julia (the current matriarch) could take the mantle of 'mother regent' or something, which was historically used at times.
