16 years ago, tensions between police and citizenry were at an all-time high. Police responded by arresting huge amounts of rioters and protesters. This, coupled the already full prisons and high incarceration rates led to prison overflow.
Faced with near-constant prison riots and escapes, the Governments of the world searched far and wide for a solution. The plan they came up with almost ingenious.
The World's Prison. A massive prison where every country could send its criminals. The plan worked flawlessly. With criminals away, The world's crime rate declined rapidly. In fact, there seemed to be only one downside to the system.
The only sentence was life imprisonment.
This, naturally, raised some criticism. Dissenters were quieted by a singular piece of information. Life on the inside of the prison was like a city. The prisoners were living happy, full, lives with almost complete freedom. This was, unfortunately, a blatant lie.
The inside of the prison is lawless. A large, metropolitan city crumbling from sixteen years with upkeep, surrounded by a desert on one side and a large forest on the other. All enclosed by a massive, circular wall. The U.N. had decided that it would be more efficient to toss the inmates in the inmates in the prison, with the only outside assistance coming from periodic food crates, and, if the rumors are to believed, shipments of weapons.
The prison has now been in operation sixteen years, with no signs of shutting down anytime soon.
