Hey @Fairess, sorry for the long delay. First let me say I love how you're fleshing out your own ideas - that's really important because as you can see we don't have a single fixed structure so I'm glad to see you have ideas of your own that help fill in your part of the story (though of course I'll try my best to involve you with other characters where I can).
Secondly, I'm sorry about the confusion with Andri. It was somewhat intentional because the reader was meant to experience Andri's own confusion of suddenlt seeing all that and then waking up on the sidewalk with no recollection what the hell happened. Basically he blacked out because Hazumi used his instrument to communicate with him and he woke up some hours later. He parted with Mel in the morning and only regained consciousness in the evening.
Now for the CS.
1. With the TWoF you mention they don't stick to one perticular race at first, but then you say they're dedicated to humans. Which one is it? In either case, if they're protecting outlaws in some cases I can imagine on few rare occasions some people might be quite unhappy with them. Just something to think about for the future.
2. As Merlin mentioned, the Council was disbanded/crushed when Judas came to power so whatever surviving offshoots of it there are, they're not an official institution. There are a lot of para-legal groups in Loom and around the world(s) though.
Btw I also like how you explained her powers as a guardian, that was a very nice touch.
And now onto the Essence of the World.... I'm so glad that you noticed all the problems/implications!
For simplicity's sake I haven't gotten into detail about it in the OOC but the system, as you can notice, is far from perfect. Basically it works like this:
Hazumi senses any death going on everywhere in the 3 worlds, all the time. From those she selects the ones that are violent deaths committed accross races (not within the same race) to report as hate-crimes to a commission supporting the Peacekeepers. Then those decide what should be done with the culprit (declared a Renegade and killed on sight or caught and judged). Meanwhile the Musicians and Wielders (and Black Guard in severe cases) are the enforcers.
So as you've said, just because Hazumi can see those deaths doesn't mean she can stop them, or even identify the culprit in some cases. She can only see the essence and location of a person and there are ways to veil or mask your essence.
Another intricacy is the fact that often selfdefense doesn't count as murder, and that's a very convenient way to explain why TWoF may not have had to stand trial for protecting their charges. Again, it would be a matter of circumstances though.
So to reiterate: the system (that's been in place for about 300 years) isn't perfect but it does mean that getting away with murder has been extremely hard, significantly lowering the rates. Well, not anymore. A lot of hatred has built up.
As a side-matter, you could consider Hazumi a demi-god. I'll upload her old CS on the chara section just for reference. It will need to be revised one day but as she's not so important to the plot and I'm busy, it will have to wait. I'll just say that 300 years ago she was not only omnipresent but also omnipotent but then gave up most of that power to the Academy kids.
