I'm pretty sure Light is partially or mostly immune to power dampening. Plus thats kind of a lame way to go about things anyway. Only DC really uses that, and thats because they suck at writing anyway. (And they've been moving away from that too.) Marvel actually makes stuff to counteract the prisoner without resorting to that.

Silver age sure. But nowadays they tend to use cells made to contain said person or generic plasma cell if they don't have any pwoers that would get around it xD. Just saying even DC/Marvel are saying power dampening is lame.

Well I'm pretty sure the kidnappees aren't even viewing Penelope as a threat so theres no reason for the power dampening to happen in the first place.

Though if Caits means that penelope knows what counters each person due to, I dunno... hacking academy files or something? and uses those counters instead of some generic catch all device than thats perfect. I'm pretty sure Batman would have all that information on file xD.
