She's my character with the most detail. Due to you knowing about her from before you can skip the personality, bio, and appearance because that's the same and even if it changed it wouldn't effect the balancing stuff you need to check to make sure I got everything edited to tier 4 properly.

Well, with what I have to do this evening, if I started looking it over now, I wouldn't have time to finish it tonight, so I'll have to go over it tomorrow. Sorry for the delay, but my schedule has been jam packed lately.

alright I had no plans to use White anyways. I was just adding in the Cannon abilitys.

I will look again at the effective areas etc and get back to you.

The show really again does not go into details. Tho I can check other sources.

oh wait this is what the Wiki has to say about her abilitys. I goofed a bit. (Info taken from RWBY wiki)
White - Weiss' default spell; this selection can create a solid-seeming force/energy disc that Pyrrha Nikos refers to as a "glyph", upon which she can stand, using it as a platform for various acrobatic movements including braking a free-fall and quickly reversing her motion by kicking off of it mid-air. When directly channeled through the blade, the white setting instead creates what is described as a 'finishing move' causing enormous damage to foes and potentially causing them to disintegrate into ice shards.
Yellow - Seems to enhance her agility. As of this time, we have not seen what happens if the yellow setting is channeled into a glyph.

Blue - When channeled into a glyph, this setting appears to create an anomalous gravitational field directly above the glyph. In the "White" Trailer, this is used to launch the Giant Armor in the air. In Players and Pieces, it enables Ruby Rose to ascend a vertical cliff-face as if she were running along the ground. It is also likely the setting that Weiss uses in the same episode to jump out of danger whilst carrying Nora Valkyrie. We have yet to see how this setting functions when used directly instead of through a glyph.

Red - When channeled into a glyph, this seems to create a repulsion effect. In the "White" Trailer, this is used to complete cancel out the force of one of the Giant Armor's sword strike. In Players and Pieces, it is used to boost Ruby Rose towards the Nevermore. In The Emerald Forest, this mode, when used directly, allowed Weiss to manipulate fire. Red runes appeared on the blade when she did this. This appears to be Weiss' primary ranged attack and is used again in Players and Pieces.

Light Blue - When used directly, this setting create a wave or field of ice, useful for trapping or immobilizing a foe. When channeled into Glyphs, it creates restraints that Weiss can launch towards a foe using a circling motion of Myrtenaster's blade.

Violet - This setting increases Weiss' attack power for a split second, dealing high damage with a slash attack. It is possible that this setting creates the black glyph that appears to have a motion-cancelling or adhesive effect that Weiss used to hold Ruby, in her makeshift slingshot, immobile until she had properly aimed her team-mate at the trapped Nevermore.

so as you can see some things are not explained. I am fine with rejection of some abilitys.

It says he can fight multiple level 1 (one) people while playing chess. As a level 4, I don't see how that's overpowered. It's like fighting a bunch of toddlers.

I realized Evvie's character sheet is 8 pages. 0_o

Well anyways, once I find the time I'll post my third character sheet, but he might not show up for around a week or so.

Something to note before I accept this character;-While people aren't exactly allowed to BS dodge (a la Daredevil, Spider-man), misses will occur. Because 99.99% of characters will be incredibly weak against the kind of high-powered, long-range weapons you have, these misses are probably going to occur often, especially due to your attack's speed. While I'm not saying no on the guns, just remember that with that high caliber of weapons, I have to allow many of those misses in order to allow for reasonable combat to occur (it isn't any fun if you can kill 99.99% of your opponents before they can get in range to attack back).

I have no problem with that decision. I won't be using it all that often against small targets anyway. Someone keeps screwing with my scope. I blame Al Gore... heh heh heh...

Also, I figure I'll downgrade the armor to make it a bit more fair. It can stop small calibre bullets, knives, and small swords of any metal softer than carbon steel.
Crap. I should have just edited. Sorry about this. What are your rules on equipment modification?

Nah, dude, Craptonofgames is talking about the overall perfection and invincibility of him. He's too fast, strong, smart, and adept. Give him a few weaknesses, and you're good. It's all about fun for everyone, you know?

His weaknesses were mentioned, but since people missed it, I went ahead and edited it and spelled it out. As well as removing the lines mentioning the ability to multi-task. Should be good now.

So for the record;
He is fast, smart, and skilled.
He is -not- strong, sturdy, or invincible.

He does not have a Kryptonite allergy, and will not receive one.

Not being invincible isn't exactly a weakness. :p
I didn't read the sheet yet but the other two weaknesses could be troublesome enough to him to balance stuff.

He can´t survive without a head. Huehuehue. The overall idea of the character is having an overall balanced dude with a focus on combat abilities.

If he had stats they would look like this;

Str -------
Dex ------------------
Con -------
Int ---------------
Wis ---------------
Cha---------

(High) (Good) (Good) (Moderate) (Poor) (Poor)

I think it's mostly the way you described things, that Craptonofgames didn't like.

I can understand that :) I like describing things in a way that catches interest, rather than a spreadsheet listing weight capacity and whatnot. Not everyone is fond of it.

Everything except the Lightning dash is good to go. The Lightning Dash unfortunately raises her speed beyond the acceptable level 4 limit.

Funny, didn't you accept Are even with him having a move with the exact same name? ;p

The name doesn't have anything to do with it. It's the fact that she can move as fast as a bolt of lightning, which is considerably faster than 180 mph (that's the limit, if I remember correctly).

Wait, 180 is the movement limit, for the whole character, right? What about strike speed?
