Eh maybe, although the likely hood of Germany Lancia colonizing an area so huge is unlikely. They are still experimenting with colonization and don't have the most effective navy, that and Lancia tends to be a bit xenophobic, so they wouldn't allow many foreigners if any into their colonies.
