Tokyo Ghoul: Virus
Premise
After the Owl Suppression Operation that shook the 20th Ward, Tokyo had seemingly gone quiet. Organized crime commited by Ghouls started to drop significantly with the disappearance of Aogiri Tree, the Clowns,the Black Dobers, and the Apes. Many other gangs and organizations seemed to simply fade from the media after a few months. The general public had many different takes on the circumstances. Some seen it as a stroke of good luck; perhaps the criminal's leading the factions decided to not push their luck and disappear. Others, such as the CCG, thought the time of peace to be a ruse. Instead taking the time to strengthen their arsenal and lay in anxious wait for what was suspected to be a new wave of Ghoul activity that would make the Suppression look like a mere playground scuffle.
It has been two years since the drop in large scale activity, and life for the millions of citizens of Tokyo goes on. The Commission of Counter Ghoul's Investigators are now a rare sight in many of the Wards in which Ghoul related incidents were common place. The cities rather lax attitude now even beginning to spread to the Ghoul underworld. Though things appear to be going smoothly, there is a new problem starting to affect every member of the populous. A new strain of influenza has been identified in the less wealthy districts of Tokyo, and has local medical professionals baffled. The strain appearing to be completely foreign to the country as a whole, and equipped with fatal effects. Both to humans, and Ghouls. Doctors all over the world are scrambling to find a solution as the city undergoes quarantine.
But it seems that a semi-solution has been found. The doctors of Tokyo praising the power of medical science to bring a vaccine for the flu dubbed 'Shi no te', to the masses. The vaccine is quickly being distributed throughout the Wards with amazing results. Those treated are seeing no symptoms even while frequenting at risk zones during their daily routine, and those with early signs of the virus are beginning to fight off the flu with the immunity boost. It seems that the would-be crisis will soon be averted.
However, that isn't the end of the pandemic. The Ghouls of Tokyo are beginning to notice a disturbing trend with the closing of Shi no te's influence. Hundreds of Ghouls are dying from unexplained heart attacks. Everyday, more of them drop dead in the streets with no warning signs. The suspected cause for the deaths is believed to be another effect of Shi no te, but that is slowly being disproved due to lack of hard evidence and prior symptoms.
The virus crisis is averted for the humans, but the fate of the Ghouls is unknown.

Infection Status
12th Ward, Setagaya: High Risk, high population numbers and mid-range population density due to it’s large neighbourhoods makes this ward a prime target for the spread of Shi no te
20th Ward, Nerima: At Risk, A number of cases of the flu has been confirmed in the area, but their impact is lesser than other Wards due to many schools and businesses beginning to enforce preemptive vaccination and good public hygiene
16th Ward, Toshima: Quarantined. With the highest population density in all of the Wards, and it’s emphasis on tourism and commuting, Toshima has become the ‘Ground Zero’ of the Shi no te virus.
3rd Ward, Minato: Low Risk. Lower population and density in combination of efficient distribution of the vaccine and hygiene habits have deemed this Ward one of lower risk than many others. The CCG also have a heavy presence here to prevent Ghouls from hunting in the area.
Character Creation
You may chose to be a Ghoul, a Human, or a member of the CCG. Those playing as a CCG aligned character will be given more details into certain 'going-ons' in the city by their superiors. (Basically a fancy way to say, I'll PM you or mention you IC about certain events or things your character would need to know)
You're encouraged to be creative when making your character, but please, keep it reasonable. No one wants to interact with a non-social psychopath who's only defining characteristic is how many bodies they've racked up, so try to make your character at least possible to approach and interact with. Make sure your character's biography makes sense as well. For balancing purposes, there will be no One-eyed Ghouls, Kakujas, Ghoul's in Rating beyond A, or Investigators in Rank beyond First Class. Half-human Investigators are allowed due to the fact that they are basically human's with slightly enhanced physical abilities, just don't expect them to be able to hop over skyscrapers or take bullets to the head as if they were made of foam.
You are also encouraged to select a font color for your character's dialogue. That said, the color must contrast well will the site's dark background, in a way that it is easily able to be read. There are many acceptable colors. If you need assistance, you need only ask.
Post completed sheets in the OOC for me to look over. When I give the all clear, you can throw them in the Character tab. If a certain section isn't relevant to the character type you're playing, don't include it in your sheet. Sections relevant to Ghoul's will be in red, sections relevant to only CCG Investigators will be in teal.
Rules and Guides
• Follow the rules of the Roleplayer's Guild.
• Do not god-mode or powerplay.
• Do not overpower yourself or others. We like to have fun here.
• Do not metagame.
• Only bunny (autowalk) characters if you have permission, or if the other person has not posted in some time.
• Never auto-hit.
• Do not mix IC and OOC. A character is a character. You are you.
Post often. Real life takes priority, but do try to let everyone know in advanced if there's a hold-up of over three days. If you wish to drop the RP, it would be much appreciated if you notify everyone in the OOC.
There is no post order. That said, be mindful and considerate.
Post should be two paragraphs or more; at the very least enough for someone to respond to. Spelling, grammar and punctuation do not need to be perfect, however if no one can comprehend what you're writing, there's a very big problem.
Finally, please start your character in an area other characters can interact with you.
