I think you are looking too much into the "leveling system". There isn't one in here, necessarily. Tagged skills are essentially a method of calling attention to a character's strengths and perks offer something like a specific characteristic about character. So no, there aren't levels, but providing a character with an excess of tagged skills and perks will cause them to appear "higher level", which is a problem. I don't like the line "Then his stats and Bonuses would make him more like a raid boss than an actual character that I played.", because that's unnecessary. Bee has been providing the initial conflict and other player characters that fight each other can provide additional conflict. You are more than welcome to play an antagonistic character but keep in mind that your character will be at the same "level" as everyone else's.
