My understanding of Europa's districts. 15 districts in total, numbered for when they joined EuroCorp and ranging from west to east across what was formerly known as Europe. Districts do not conform to historical country borders, but instead to corporate infrastructure and financial value.
Districts 1-2 are the 'Golden Towers' where the CEOs, boards of directors and other 'Gods' live. In these areas anything and everything you could possibly want, need or desire is an arm's reach away. Medical treatment grants practical immortality, although jumping into a new body using Lux is commonplace for bored executives. Life is entirely undisturbed by anything other than world changing, global scale events, usually precipitated by their counterparts in other Corporations.
Districts 3-5 are 'Upper Management'. While these people also have access to the best life has to offer, they have to work to get it. Medical treatment for general afflictions is widespread and readily available, but life extending treatments are reserved only for the most prestigious of employees. Their positions rely on the benevolence of their overlords and they're fully aware of this, doing everything they can to ensure the lifestyles of those above them are not disturbed in any way. All problems within society are resolved by these people, although their resolutions usually involve passing generalised, non-specific orders down the chain to be dealt with.
Districts 6-9 are 'Lower Management'. For these people life is mostly comfortable but luxury items are usually held just out of reach. Medical treatment for minor conditions (common diseases, broken bones, etc.) is easy to obtain, but anything requiring specialist treatment will be costly for the individual and their families. Competition with peers is commonplace, and only the 'best' will ever even get close to being offered a chance at promotion, even though almost everyone in these districts has heard of a friend of a friend's cousin's colleague who once got promoted up the chain. Plans for resolving societal problems are fully developed at this level, before being passed down the chain for actual action. These are the people who order the murders, but who have never held a gun, and in many cases have never even seen one.
Districts 10-13 are the main labour force of society, the people who slog through life struggling to pay their bills. Anything other than the most basic of medical care is usually unaffordable and many families have found themselves in life long debt after a member contracts a condition or suffers a serious injury. While some may dream of ascending the Corporate ladder, most know they will live and die in the same position for their entire lives. At this level the promise of advancement can spur most people into committing practically any act in order to be accepted by their masters, and if that involves putting other people in harm’s way, so be it.
Districts 14-15 and the landing ground for anyone who failed to make it anywhere else. Medical treatment is practically non-existent; apart from the odd back alley bone saw clinic or enthusiastic amateur physician. Life is dog eat dog, with people struggling to survive from one day to the next. Deaths by starvation and exposure are commonplace, and people are willing to do anything just to ensure their own survival for one more day.
As an example of a chain of events this structure might lead to:
- District 1 citizen mentions in passing that they might like to try a new blend of coffee with their breakfast.
- District 3 senior manager decides to provide a new blend of coffee to ingratiate themselves with 1. They give orders for new coffee blends to be developed ASAP.
- District 6 manager receives orders to create new coffee blend. They shift resources into the new project and give orders for a research centre to be built.
- District 8 manager chooses an area with known fertile soil in district 12 and orders the construction of a new coffee plantation there, along with subsiduary buildings.
- District 10 employees are assigned to clearing out the area and organising construction. The area is currently populated, but the employees know they can't raise this as a concern.
- District 14 gang members are encouraged to drive out the residents, clearing the way for construction.
- District 11 EPA called in to take care of the gang members.
- District 13 workers tasked with constructing the plantation and subsiduary buildings.
- District 12 employees assigned to new facility.
- District 1 citizen comments that perhaps orange juice would be better for breakfast instead.
