I think it’s by amount of experience gained through battles and missions, and when you level up you gain skills. When you get higher up you get to pick the skill. But I’d ask @Jasper19 just in case

@Shadow Dragon every time you fight someone you get experience and the amount you get depends on the level of the enemy you also get experience for doing quests and again the amount you get depends on the Level of the quest
