This will be a non-DC/Marvel single universe role play. The type of characters you can play can come from Indie Comics, Cartoons, Video Games, and maybe even a few TV series/movies. Of course you can't just pick any character or any series, they have to be able to fit into a somewhat modern day setting and a universe with a lot of heroes and villains in it. Feel free however, to modify your character as much as you want from the original, as long as we can identify it as that character otherwise you'd be better off just making an original which is not what I'm looking for here.
When thinking what character and series you may want to role play here are a few main points to think about.
Can the character fit into a modern world with heroes type setting?
If I modify or need to modify the character is the character still recognizable as said character?
Do I feel able to make my own stories with the character when I am not involved in some kind of GM led crisis or event?
So as you can probably tell this will be very similar in format to a few other role plays, such as Absolute Comics, which is a DC/Marvel combined universe setting. After being involved with a few of these myself, I think what has ultimately led to then running out of steam was a lack of events and content for players to interact with outside of their own stories and crossovers with each other. Of course such events will be voluntary but to help those who either need a break from writing their own stories or simply prefer playing against the environment I hope to have frequent GM led events.

Note you will have to mess with the code a little bit to get it to work, but should help a lot to make a pretty sheet.
I'll hash out more details later but for now this can at least get your mind gears turning.
So here are some potential ideas of how you could potential modify characters to fit into a single Universe.
The Thundercats could be used if we changed the time period they were in. They could crash land in some uninhabited place like perhaps the African Plains or perhaps the Cascade Mountains and have to get used to their new life on Earth. The fact that they would be in a modern day earth rather than a post-apocalyptic one would completely change their story arcs. Perhaps they would try to integrate themselves or at get to know humanity. Mumm-Ra would probably be asleep at first but could be woken up by the Thundercats somehow.
Something like MegaMan could easily be modified to fit in a shared world. Pretty much just have to drop some of the world lore to make it fit in a shared universe, pretty simple.
Generator Rex would need a serious overhaul to the backstory and have a much more localized nano disaster so there wouldn't be as many EVOs to contain and cure but could still have trouble with the main villains, perhaps trying to spread the nanobots to the entire world, or just do regular hero type stuff.
The main point is you need to come up with a way to safely integrate the character into a shared universe setting that is similar to the real world, or at least a comic book world that is based on ours. A lot of shows might have mechanics or lore that really wouldn't work well in a shared universe so you will need to either modify it or find another source of inspiration. In general, try not to use a character from a world too far advanced to mesh well with a more present society, or a character where the needed changes to fit would kind of destroy their identity.
The Powerpuff Girls have superhuman strength, agility, and durability making them extremely tough. Perhaps most impressive is their ability to fly without any assistance at potentially supersonic speeds. Aside from their general powers each girl has their own unique skills. Blossom has an ice breath ability, Bubbles has a supersonic voice plus the ability to communicate with animals and in other languages, Buttercup has heat-vision and is able to curl her tongue. While each is strong on their own their true power is when they can work together to take down their foes, or survive a night at a high school social gathering.
Origin And Backstory:
Professor Utonium was a genius scientist who had it all, wealth, fame, and his beautiful wife, Anna. He was working on a new substance that seemed to have the remarkable ability to transform and strengthen anything it came in contact with; however the effects were unpredictable to say the least so his testing was limited to say the least. As the chemical was a complete unknown variable he decided to name it Chemical X like the much used Algebraic variable in math.
His inventions brought him great renown and fame but his happiest moment was when he learned that his wife was pregnant with triplets. Doctor Utonium was over the moon with joy and all his colleagues could say he was the happiest man in the world, but then Anna got sick and started to deteriorate. No doctor could help her so the distraught doctor could only come to one conclusion, he had to bet it all on Chemical X. As he prepared a batch of the stuff however one of his lab monkeys managed to escape from his cage and having a bit of a sweet tooth and being a kleptomaniac, swiped sugar, spice, and random nice things he could find. The doctor chased him around but while he did, the monkey dropped his items which fell into the vat, broke a small vial of storage chemical X for small testing purposes and escaped the lab.
The doctor had no time for another batch and the Chemical X already absorbed the items, leaving the doctor no choice but to use the contaminated batch in a desperate attempt to save his wife and his children. After drinking the batch, Anne fell into a deep sleep for a while but seemed to recover somewhat. Soon afterward, she gave birth to triplets but died in the process due to complications. The triplets however were quite lively and strangely enough had quite different appearances to each other, so much so that Utonium could only attribute the differences as a byproduct of the Chemical X. He named his daughters Blossom, Bubbles, and Buttercup in memory of the things Anne loved and somewhat secluded himself from the rest of the scientific community so he could focus on raising his daughters more.
As they grew up he began to notice strange things happening with his daughters, floating off the ground, picking up heavy objects without breaking a sweat, rarely bleeding, once even setting the curtains on fire by staring at them too intensely. Quickly the doctor had to teach them self-control so they wouldn’t accidentally destroy the neighborhood. Once the girls had become twelve, strange crimes and events starting happening around them and before long, the girls were thrust into battle when Doctor Utonium was kidnapped by his previous lab monkey, Mojo Jojo in order to get his hands on the Chemical X formula.
The girls quickly tracked down the evil monkey and defeated him, saving their father and giving birth to the dynamic superhero team, the Powerpuff Girls! Currently the girls are fifteen years old and just starting high school where they try to find balance between their normal lives and superhero ones. It won’t be long before they’ll have to save more than just their town, maybe even the world!

Blossom hugged the white letter to her chest as she skipped around the school. To think it had only been a week since her high school debut and she had already received her first love letter. Things could not have turned out any better! With a grin as wide as a Cheshire Cat she hopped to the back of the gym. There, just a few yards away, was the large, strong back of a handsome upperclassman. All she could really see was his black hair since he was facing away from her so she quickly went through her mind the students she remembered seeing in the hallways, a few popped up she thought could fit the bill and quickly wiped some drool from the side of her mouth.
Blossom quickly did a double-check over herself to make sure everything was just so. Clothes check, ribbon check, hair check, dazzling smile check. Blossom worked up her courage and called out to him. "Hey I got your letter! I'm here for my confession!" Blossom belted out without putting too much thought into her words. The student remained as they were. Now Blossom was just confused, surely he had to have heard her? Why didn't he turn around? Maybe he was really shy? She giggled a little as she came to the quick conclusion he was just shy and started to walk toward him when her phone started to ring, very loudly.
"Gahhh! No! Stop it stupid phone you're ruining the mood!" She reached for her phone on the gym wall and tried to shut it up but accidentally smashed it instead. "Crackerjacks!" Blossom cursed in the sweetest way possible hoping her soon-to-be boyfriend didn't see her mistake, thankfully he still hadn't turned around. She breathed a sigh of relief and in the back of her mind wondered why her phones ringtone had been changed to her alarm clock? No doubt that was Buttercup's doing as a prank, she'd get back at her later but right now she had a date with destiny!
"Blossom. Blossom." A somewhat deeper voice than she expected could be just barely heard from the upperclassman as she got closer and closer.
"I'm here! I'm here! So are we going to do this or what?" Blossom eagerly awaited the moment her prince charming would turn around and make her swoon in his arms. Any moment now, any moment.
"Blossom, Blossom, it's TIME TO GET UP SLEEPYHEAD!" The boy turned around and instead of the face of her handsome prince charming instead was the hairy and disgusting face of her vile enemy Mojo Jojo, with the most evil of grins on his simian features.
"NOOOOOOOOO!!!!" Blossom screamed as she pushed Mojo Jojo away with all her strength...and found herself sitting up in bed in a cold sweat. A strange groaning could be heard as she tried to make sense of what just happened while she started to fully wake up. It was her room, mostly pink with a few stuffed animals, her overstuffed bookshelf, a broken alarm clock, and her father collapsed on the ground against the far wall.
"Oh I'm sorry father! I'm so sorry! I had a bad dream and mistook you for Mojo Jojo!" Blossom leaped out of bed in her classic pink pajamas and rushed over to help her father up.
"I'm alright Blossom, it's a good thing I had already install precautions before hand or I really would be more than just a little bruised." On that far wall Professor Utonium had installed some very durable and soft padding, just for such incidents when the girls couldn't control themselves well, such as suddenly waking up. The professor stretched his limbs and gave himself a quick examination just in case. "I'm a little disturbed you'd mistake me for Mojo Jojo though, maybe I need to have your eyes checked?" Utonium joked and pulled back Blossom's eye lid for full effect.
Blossom blushed in embarrassment and turned away. "Ha ha I'm fine father, you know how hard to control myself after a nightmare like that. It started out as such a good dream too..." Blossom sighed and looked at her alarm clock, then realized why she had heard it in her dreams which meant..."Oh Oh! JigglyPuffs! How long did I oversleep!" In a panic Blossom quickly raced out to find the nearest clock, her hair flying about wildly like an untamed medusa. A quick look confirmed her fears. "Gah! I need to hurry!"
Utonium watched in amusement as Blossom raced about in a panic. "Well guess I don't have to tell her anything, she figured it out on her own. Hmmm, better check on breakfast downstairs and see if anything is left after Buttercup has had her fill." Sure they made mistakes from time to time and could be tough to deal with, but they were his daughters and his world. He knew no matter the circumstances he would do everything in his power to support his super powered and adorable daughters.
As you can see the origin and backstory I used for the characters differs quite a bit from the original source material; however even with the various changes they're still very much powerpuff girls. As to if I'll actually use this or not I'm not sure, but should help you get an idea of what I'm looking for.
Color me curious. To verify: If we can justify them, we can have them? Characters yes, but what of organizations? For example, the Black Order as a whole as opposed to just Allen Cross from the D Gray Man-verse.
This also brings to mind power scaling, and how much I can have and not feel guilty of god-modding. The Powerpuff Girls certainly suggest superhero-class personal power, but what of historical influence? How far can we take a character or group's pre-existing influence on the world prior to the initial plot? The PPG don't have much baggage, and can comfortably work within their little cast of characters to keep personal plots rolling that don't necessarily get in the way of big plots.
Consider the Brotherhood of Nod from Command&Conquer; a massive paramilitary religious organization centered around the alien mineral Tiberium and their seemingly-immortal prophet, Kane. The Brotherhood is a global-scale threat, not to mention the terraforming function Tiberium serves for both the biosphere and global economy.
Also, what of cultural influence? Like, say, Shadowrunners and the cyberpunkish dystopia their existence implies? Would they be part of the fabric of the world, or but perhaps a single city or nation infamous for corruption both economic and spiritual wherein Runners ply their trades?
Creatures of the Black - Spawn can control the actions of creatures of darkness and sin. Namely Wolves, Bears, Worms, and Bats.
Black Energy Transfer - A rejuvenating energy transfer. Black Energy Transferal is a creature to costume kinetic energy transferal that can jump-start the K7-Leetha Costume. Creatures such as rats or worms that never see the sunlight are particularly ripe with evil and can transfer more energy to rejuvenate Spawn's costume and body.
Superhuman Endurance - Spawn's body is quite dense, weighing over four hundred pounds, and is composed completely of Necroplasm. This gives him super strength and a high degree of durability. While he still has internal organs, they are non-functional, and their damage/destruction does not hinder Spawn in the least. These organs re-appear when he magically regenerates his wounds. This may be due to Spawn's inability to let go of his human self, retaining his human organs even though he no longer requires them.
Superhuman Reflexes - Using K7-Leetha Spawn can react fast enough to block bullets with his autonomic nervous reaction skills.
Superhuman Strength - The combination of his Necroplamsically charged body coupled with the K-7 Leetha has given Spawn an indeterminate amount of physical ability. While initially only capable of pressing 5 tons of pressure, Simmons found he could further strengthen himself via use of his Necroplasm or by feeding on the malefic energies of certain animal life around him.
Superhuman Speed - He is able to dodge multiple bullets with inhuman efficiency.
Superhuman Agility
Superhuman Durability - Spawn's tissues are far denser than those of an ordinary human, his skin is far harder to pierce and he can survive with little injury great impact forces that could obliterate a human being. Aside from his great durability Spawn has the ability to keep functioning and fighting even after being dismembered or gutted.
Superhuman Senses
Necromplasmic Energy Manipulation - Spawn has vast magical powers, however, focuses on his costume's natural abilities in fights.
Necroplasm Bombs - Spawn can expend necroplasm to cause bombs.

Transmutation - Spawn specializes in Matter Manipulation. His K7-Leetha suit can transmute molecules around it to manifest what he needs if he knows fundamentally about the object and has a clear head and strong will.
K7 Leetha - K7-Leetha the Living symbiotic costume: Spawn wears a living symbiotic costume, Leetha of the 7th House of K.[93] While wearing it the host assumes a dominant role over his suit. His cape, spikes, chains, and skulls are all part of an organism bonded to his central nervous system that will protect Spawn even if he is unconscious. Violator once said the suits feed on souls. This is true, as the suit is a K7 model which is one of the pureblood breeds that siphons the souls of those it kills and sends them straight to Hell to bolster Malebolgia's army. While it is not known exactly what effect the consumption of souls has on the hellspawn's uniform it is likely that it helps the suit evolve over time. Violator was obviously upset that Spawn not only had the power to regenerate (called "The Gift") but that his suit was able to move to a higher necrostate at a completely unprecedented pace. There are nine different necro-states, during which time the suit goes into a dormant hibernation stage to mutate and evolve. When it awakens it is more powerful and if the suit evolves faster than the host's ability to control his suit then the suit will assume the dominant role. The true source of the costume is the necroplasm in Spawn's body, which it feeds off of. It is possible for Spawn to draw this energy back when he needs it, using it to power his abilities without draining his own reserves. The costume can also feed off evil energy from the physical world, feeding off the ambient evil of people, animals (mainly carrion insects, but also wolves and bats) and even certain parts of the city.

Lt. Colonel Albert "Al" Simmons, USMC (Ret.), was a highly trained CIA assassin, who was murdered by his employer and his former friend Chapel. When Simmons sold his soul to Malebolgia in order to return to earth to see his wife Wanda Blake again, he found he got more than he bargained for. Malebolgia used Al as the reborn Spawn, or Hellspawn, to do his bidding.
Albert Francis Simmons was born in Detroit, Michigan. He was the second of three children (Marc, Al and Richard) to Bernard Simmons, was a travelling salesman, and Esther Simmons, a devil worshipper. Simmons was a very intelligent and physically strong officer in the United States Marine Corps, attaining the rank of Lieutenant Colonel. He later joined the United States Secret Service and became a highly decorated member. This led to his promotion to the Central Intelligence Agency (CIA). In the CIA, Simmons was recruited into a special division known as the U.S. Security Group, a task force with jurisdiction in all domestic and foreign situations, commanded by CIA Director Jason Wynn. It was on a Black Ops mission, one where the US denied ever existed, Al was betrayed, and shot and left camp in Afganistan. A camp that was burnt to the ground by Al's former squad. Sending his soul to Hell for all the bad things he did during his life. Malebolgia offered a deal to Al. He could return to Earth to see his wife, but he would have to work for the demon. A few details were left out. Including the fact that Al would return as a Hellspawn, and that he would never remember his wife. Malebolgia technically orchestrated an incident where Al and Wanda met, but neither recognised the other. Al Simmons, who had now begun going by Spawn, was living in an alley, trying to fight back against Malebolgia and the Clown/Violator who was sent to make sure he honoured the deal. A few months later the BPRD started taking an interest after receiving a few reports of demonic beings fighting each other. They found Al and offered him an alternative to being a Lieutenant in Hell's army. Instead, he was to join the BPRD and protect people. He was offered resour4ces to take the fight to Maleboglia and make sure no one else went through what he did.

Sam Burke & Twitch Williams - The BPRD agents who found him and offered him the job. The two humans he trusts the most.
Nyx - A witch who was Spawn's first case as a BPRD Agent, but he found she had a good heart and helped her overcome some problems.
Mike the Messenger - an Angel who acts as a go-between for Spawn and Heaven. Normally claiming his instructions are from 'God.'
Cogliostro - a former Hellspawn who taught Al how to use his powers to battle Violator.
The Bad Ones
Bruce Stinson/Chapel - the man who killed Al Simmons, turning him into Spawn
Antonio Twistelli - Tony Twist is a Mafia Boss who tends to make life difficult for Spawn. Despite only being human, he manages to keep coming up with ways to fight Spawn.
Billy Kincaid - a Serial Killer/Pervert he was brought back as a Hellspawn but uses his powers for evil.
The Clown/Violator

A hollow laugh echoed through the halls of the empty asylum. A sound Al knew well. The first sound he heard when he came back into this world. A sound he thought he wouldn't have to hear again. The Clown was back. "Fuck." The Hellspawn muttered. Soft, and defeated. He barely managed to send the Violator to back to Hell last time. He wasn't sure he could do it again. At least he had something he didn't have last time. Help. "It's him. I'd recognise that laugh anywhere. Watch yourselves." Al's instructions were clear. His words carried through his earpiece to the other soldiers clearing the building. The Violator was dangerous and was not to be underestimated.
Al walked cautiously through the halls of the abandoned asylum. Flanked by two soldiers, with six other men spread out around the building, working in teams of two. His revolvers held up. One in each hand. Ready for something to jump out. However, nothing did. Not for Spawn at least.
Elsewhere in the building, the Clown stalked the two-man teams. They never even saw it coming. The violator dropped from the ceiling crushing one man and then tearing the heart from his partner. Leaving both men dead, before either could get a shot off or a word out. Similar occurrences occurred for the other two duos of soldiers until the Violator was stalking Spawn, with any hope of back up gone. A sinister smile creeping on his face. Spawn could feel his suit tighten around his forearms as K7 Leetha detected the threat before he did. AL turned just in time to see fat fingers wrap around one of his escort's neck. "You thought you had been rid of me, Spawn?" The Clown spoke. squeezing tighter around the human's neck. "Fuck off, back to hell, you overgrown fuck." Spawn said as he fired one of his revolvers. The high calibre round tearing straight through the Clown's head. Flicking the head back. The Clown's grip didn't loosen, however, as the demon nodded forward looking straight at Spawn as his grip tightened even further. To the point of tearing the human's head clean off. "You know better than that Spawn. Guns won't kill me." Violator dropped the body of the dead human. "I know, but I will." Spawn said as he began firing both guns. His cape and chains lashing out at the Clown.
I can pick Naruto-verse myself and incorporate em' here and say they are ninjas for hire yes? Most of their stuff would be Japan related, I can wager the Cloud being Americans and the Sand people are from the Middleeast. This time around being ninja like.
@Nerdy Reference Organizations for the most part can be used as they can be easy to incorporate into a single world. That said certain organizations might be too big and influential to mesh well so it is kind of a case by case basis. The BPRD in the spawn sheet is something that is very easy to incorporate and make sense in a modern day world type setting. The Black Order I feel is why too dependent on the universe it comes from to really fit well in this world.
Likewise something like the brotherhood of Nod is way too big of an organization and too specific to the franchise it comes from to fit anywhere in this setting. People couldn't really be living normal, ordinary lives with something like that on the scene. While I really don't think Shadowrunners could fit in either, due to game lore, but I will say there can be cases of specific cities or nations that could be rather 'special' due to certain circumstances/lore. In general if you want to try for an adaptation you'll have to severely limit the scope of many elements for it to work.
@Indra Hmm...Naruto would be a hard one to squeeze into a modern day setting. I suppose if you separate characters from most of the lore it would be possible...I'd have to see the results to say for certain but I'd probably be a pretty harsh judge on something like that. Sounds like you at least have an idea of how to do that so, curious what you got if nothing else.
Yes, you were in my Nasuverse roleplay that combined Fate/Tsukihime. Too bad it didn't last very long. Nasuverse elements would actually be semi-easy to incorporate into the universe. Probably best to avoid any holy grail shenanagans though.

Character Concept
The main thorough line that I want to center Ben's development around is the concept of innocence and how to maintain its value in a world where so many people are quick to toss it away. This is ultimately a bildungsroman where Ben will encounter multiple obstacles in many circumstances that will force him to mature quickly. Do we take things in our youth foregranted? What does it mean to grow up? How do you deal with the past? Those are the questions I want to explore. The Omnitrix, as well,plays an intrinsic role as a supporting 'character' for Ben. I think it's important to elevate it beyond the role of being a simple Macguffin for Ben to use at a moment's notice.
Needless to say, there will be massive divergences from canon which I'll be taking liberties with in order to take a more interesting route. I'll be taking inspiration from every series of Ben 10 produced, picking and choosing which elements I like best. The world of Ben 10 is massive and full of self-contradictory nonsense that needs to be excised one piece at a time.
C H A R A C T E R M O T I V A T I O N S & G O A L S:
Remember that cartoon that you obsess about every time you woke up on the weekend, buy every toy, every single piece of merchandise imaginable? That was Ben 10 for me. I don't know what was the exact formula that made Ben 10 the hit it was and still is today. Well, the original series anyway. I have mixed opinions about the follow ups but I consider the original to be a classic that everyone should watch.
The story that I want to tell is a retelling of Ben's origin story, shifting the scene from a country spanning road trip to a middle school mystery thriller. The central narrative focuses on Ben navigating the troubles of being a public school student whilst also simultaneously working to investigate the mysteries of Grandpa Max's past and how it relates to the posthumous gift that he gave him for his 10th birthday: the Omnitrix. The more he investigates, the more he finds out and peels away the layers of Bellwood's hidden conspiracies.....
S A M P L E P O S T:
San Alonso is quieter than normal, Ben thinks. Here, school, homework, chores and traffic jams are far away. He watches the fishing tackle bob up and down in the forlorn creek of the river, enticing the underwater critters that dwell in its waters. A barely visible fishing line connects it with a pole choppily crafted from fallen sticks and duct tape. Continuing on from the creek, the current cuts through the split halves of a beaver dam and meanders down the curved valleys of Bellwood.
The line suddenly pulls taut. Ben scrambles up, tossing up dead leaves, as he grabs the fishing rod and begins yanking it. It’s a tug of war as the grey shadow underwater pulls back at the same time. Finally, he wrenches it and tosses it upwards. The fish lands with a wet thud on the black dirt, flopping its body uselessly. . It’s a monster alright. He can barely hold it in his hands. It batters and beats at his face with its tail. Hoisting it up by the tail,
“ Grandpa! Come and see this! “ He shouts out. No one replies. “Grandpa? Grandpa? You - “ Wait. His eyes furrow. Why was he calling for Grandpa?
In the middle of his excitement, he’s forgotten that Grandpa Max is gone. Not for a holiday, not for a business trip but gone forever. Dead. He looks back at the wriggling fish in his hand. It’s smaller now. Upside down. Powerless. Just like him. Anger bubbles up within him and for a moment, he wants to wring its gills. Stomp it with a rock. Scream how unfair it is that Grandpa Max dies but Morningstar can’t. Stupid Gwen. Stupid Morningstar. Stupid mom. Stupid dad. Stupid school. Stupid councillor. He kicks a tuft of grass in frustration, still holding the fish in the air. Grandpa Max’s words come back to him.
Catch and release, Ben. That way, you catch bigger next time.
His expression softens. Holding the fish with two hands, he lets it gently sink back into the water. The fish squirms and writhes away, jetting off into the inky depths. Ben sighs. The watch on his left hand now feels like a lead weight that’ll make him sink into the ground if he isn’t careful. He looks at it. The black wristband is rubber thick, clamping so hard on Ben’s wrist that his hands feel slightly numb. The hourglass shaped dial is cracked, blinking a neon green. It almost seems alive at times. Why would Grandpa Max give him a watch that can’t even tell him the time?
He blinks and notices that the shadows of the tree have shifted. The sun glows a dying orange, beginning to set into late noon.

The frequency of the radiation signature makes any denial foolish. Galvan technology cannot be replicated or faked, even by Cerebrocrustaceans. No one can mistake the device for anything else but the Omnitrix. He briefly takes out a low-band particle pistol from his side holster, aiming it at the human child’s head. One killshot. He hesitates, though. The bounty hunter is not one to believe in fables or myths but if Vilgax the Conqueror was felled by a user of the Omnitrix, it would be foolish of him to engage. He activates his photo-chromatic array, dousing himself in a shimmering field, before he flies off on his twin-jet boosterpack soundlessly. He relays one single short message to his client.

Iconic Moveset This version of Sasuke is akin to the one that fought Deidara and has yet to fight Itachi for a round 2. His fighting style would be grounded, and be the fictional yet realistic portrayal of shinobi. He specializes in mid-long range combat with his swords, projectiles, bow and arrow, perhaps guns too!
Great Fireball Technique - breathes fire.
Phoenix Fireball Flower Technique -bullet of flames.
Dragon Flame Technique - spreadable fire through means of external sources such as ninja wires.
Great Dragon Fire - intense flames that burns concrete and causes thunder clouds.
Chidori - with its variants, Sasuke shapes the lightning sounding thousand birds to his will and even infuse his weapons with it. The queue to this is that Sasuke *inserts name of Chidori* and attack. This time with limits, he won't be spamming Chidori indefinitely as it is taxing in mana/chakra reserves, his limit is 7 a day, no matter, no matter the variant.
Kirin - building buster lightning giraffe made out of pure lightning that is only summonable under bad weather conditions, or through Great Dragon Fire set up. Must be used wisely, he won't use it if his opponent figures it out. He intends to use this only on Itachi.
Lion Combo - shadows the opponent until a kick to the face suspends them midair for Sasuke to clobber.
Sasuke is a Ninja, versed in the magic branch of Chakra, allowing him to execute stage magician-like tricks supernaturally, deceiving his opponents tacitly with ninja tools of choice at his disposal. Perhaps the most notable yet pre-established discipline of the Ninja is Ninjutsu, the strategy, and tactics of unconventional warfare, guerrilla warfare and espionage purportedly practiced by the Japanese ninja. Along with its magic-induced utility, Sasuke augments his physical performance with chakra to achieve great superhuman feats, performed by the Japanese Ninja such as super-speed and basic teleportation.
Apart from the general use of shinobi chakra utility, Sasuke has the Sharingan: mystical red eyes that allows him and the Uchiha clan to see through the supernatural flow of energies in the world, specifically one's energy rhythmic pathways and pesky energy anomalies. The Sharingan grants Sasuke enhanced cognitive abilities such as the analysis of complex subjects, mimicry of physical movements, mimicry of basic elemental magic, and clairvoyance, which allows Sasuke to see through the past of his opponents for detective police purposes, the very skill that made Japan a country with little to no crime. Sasuke is proficient with fire and lightning magic, he prefers to use his own power and refrains from copying the abilities of his allies and enemies out of pride in his genius.
He is also a skilled Marksman, Swordsman and animal whisperer, given that he can talk to snakes, hawks, and cats. While his moves may sound flashy, Sasuke is all about striking his opponents when the perfect opportunity arises. In an era where crime is rampant, Sasuke is a university student majoring in Criminology and Forensic Science, he hopes to put his major into good use in solving crime cases.
In a nutshell This version of Sasuke didn't left the village, likewise, since this takes place in the modern era, I have to make adjustments. There are no ninja villages but special police force units in the magic side of Japan that handles supernatural events on a CSI metaphor. Sasuke is still revenge hungry but toned down, portrayal being that of pre-fall Anakin Skywalker. He got a set of emotions to express and set of long term goals to achieve..
Sasuke hails from Japan, Tokyo and one of the heirs among Shinsengumi-descended clan, the Uchiha: the strongest living police clan in Japan. He adored his prodigious older brother, Itachi and strived to gain their father's approval but no matter his attempts, he was always second best despite being a genius similar to him. It wasn't until the relationship between Itachi and their father, Fugaku strained due to the political strife with the Japanese Government, Sasuke then gets the focus he craved but not the way he had wanted.
His tutelage with Fugaku bolstered his skills and made him a prodigy with promising potential to surpass his older brother but it wasn't the same with his father since he believed that he's just Itachi's replacement. Mikoto, their mother, begged to differ that in private, Sasuke was always talked about by his father, this made Sasuke rekindle his distant relationship with his father but it didn't last long. On the night of Septemberer 9, Sasuke witnessed Itachi killed their parents, leaving Sasuke the conflict of his family and the nation as well as having to be the young head of the Uchiha. That day left nothing but scars to Sasuke, his eyes reddened with hate and rage as he vowed to avenge the tarnished reputation of his family and the death of their parents by killing Itachi.
Sasuke ostracized himself from his classmates, he was once an amiable and amicable child and became cold and distant. He did not have a normal childhood because of his traumatic experiences and the fact that he is groomed by his clan elders to be the head of the Uchiha. No one was there for him except his bodyguard and maidservant, Sakura, although the same age as her, tutoring him in aspects he lacked. There is also the ostracized son of the current Police Chief, Minato, his son, Naruto who Sasuke became best friends and rivals.
The trio developed a close relationship and interned at the Police Force with Kakashi's guidance. Sasuke realized that he still has people he loves, but in his heart lies an everlasting quest for vengeance to kill Itachi. At the same time, Sasuke vowed to achieve his dynamic goals, aside from killing Itachi, he ought to be the good head of the Uchiha, resolve the tensions with the Japanese Government, and help solve crimes all over the world. What can go wrong for a talented 17-year old?

Because you lack hatred."
The demon and the parent killer, Itachi has smitten me with his everlasting image loop of our parents, Mikoto and Fugaku dying, endlessly, in Tsukuyomi. There is no end to this suffering.
The child within me has lost all innocence. Duty calls upon my wake up call, groomed to be the head of the Uchiha but wait, the cherry blossoms continued twirling. Sakura, the girl who loved me with all her heart made a promise to remain faithful to me, dedicating her body and soul. A low-class citizen and slave she may be, purchased by my clan within the magic world, she follows me to the depths of the black flames.
"All I see are black flames purging down everything I hate, especially Itachi." But somehow, there is no forever. Perhaps I don't have to be enslaved by my quest for vengeance. What is this am I feeling? Why am I still striving to be a hero with no fear, a genius ninja in his own right? The chains of Uzumaki Naruto continued to pull me in his blissful orange light.

What am I gonna do after I kill Itachi? What is a shinobi? What is a family? What is a police force?
Anyway you might want to spell check that sheet some. Not accepting anything yet, until I actually make a real thread. First I gotta figure out what kind of agencies I want to just pre-load into the Universe, so to speak. Also decide on a first GM arc hopefully.
@IceHeart My big question is, what about characters that started as Independant comics, but were absorbed into one of the big 2, like Watchmen or Conan the Barbarian? Also, with characters that have had such an immense and widespread usage that have been in Marvel/DC, (examples: King Arthur, Hercules, Count Dracula, etc.) Would we be able to use any iteration of that character? Or would we be limited to any iteration that wasn't from the big two?
The third big question is what i like to call the "Rights Nightmares" like Rom the SpaceKnight, where he is an independent character, created and owned by Hasbro, but literally all of his backstory, side-cast, expanded universe stuff is created and owned by Marvel. Or Transformers, where a number of their characters and stories were created by Marvel, despite Transformers and all of its main cast belonging to Hasbro.
So for those who were absorbed, you can use them in their pre-marvel states. Just pretend they never crossed over into Marvel territory.
As for those characters that passed around like the roast turkey on Thanksgiving Day, try to avoid Marvel/DC versions as much as possible, maybe take a certain aspect or idea if you want but they shouldn't be that version of them.
I feel it's kind of a case by case basis for those rights nightmare scenarios. I think it mostly comes down to if they are too ingrained in the bigger Marvelverse, or if they have their own universes and are just owned by Marvel. Like I think Transformers has enough of its own universe and story to easily make the transition without bringing any Marvelverse aspects with it.
@IceHeart Alright, first draft of the Character sheet. A lot to unpack, but i'm hoping that most of it's acceptable, if not all of it. I went for the approach of "Take advantage of the wide range of characters available."
The main problem character here is Varnae, who was made by Marvel, for Conan the Barbarian during his run with the company, but he is such a good character and one that has been absorbed quite well into the Conan mythos that i thought it might just count?

Powers And Abilities:
Vampires are humans that are possessed by Demons. When a human is bitten by a vampire and drained of their blood, a demonic locator spell is left on the corpse and a Demon can escape from hell to come and possess the corpse, forcing the soul out. They gain all of the knowledge and experience of the human and can fool almost everyone that knows that person into thinking nothing is wrong. If the human gets their soul back, the Demon doesn't leave, but it is forced out of control, giving the Vampire back the same personality that they had in life, but with all of the Vampires strengths.
Super Strength: Vampires are known for their immense strength. Unlike humans that weaken with age, Vampires strength only grows as they get older and consume more and more individuals. Even a recently sired Vampire can lift almost a ton over their head. Angel, being over 400 years old is able to lift around 3 tons. Super Speed: Whereas not exactly able to outrun a runaway train, they are able to move substantially faster than a human. This also extends to their reflexes in that they are known for being able to catch arrows and other missiles out of the air and dodge bullets. Superhuman Durability: Taking away someone's life is rather easy. Taking away unlife is not. Vampires are notoriously difficult to kill, unless you have a wooden stake or the Sun or a blade to take their head off with, good luck getting one to stay down. Unload a machine gun into one and it'll make it mad. Hit it with a runaway Freight Train and it'll walk it off, even Fire, which can kill them, can be regenerated from if not killed using it. Superhuman Healing: Vampires recover from most wounds within minutes of damage, this includes dismembering. Superhuman Combat Ability: Being that they are possessed by Demons who have trained their entire lives to escape from hell and massacre humans and are the ones in the drivers seat, even a just-turned Vampire can fight with martial arts never learned by humans. Superhuman Senses: Their sight is better than any humans, they can see in the dark, their smell and hearing is better than most dogs.
Whilst not Sherlock Holmes by any stretch of the imagination, he is still known for his abilities as a detective. with his natural senses enhanced by his Vampiric side, he is able to track people very well and has quite the deductive skills.
Angel is a master of getting information out of people. Angelus was the man who wrote the book on torture, making it an art-form that even hardened demons marvel at.
Angel is, by no means a champion racecar driver, but he is pretty good and is much better than most demons. His car is a 1967 Plymouth GTX and one of his most prized possessions and if you so much as scratch it, he may just have to make you his next meal.
Angel has been around for 400 years, back when he who mastered the sword was invincible. He has had a LONG time to practice.
By no means a master of magic, he does have quite the comprehensive knoweldge of spells and rituals and how to get components. He considers himself something of an amatuer spellcaster
Sunlight: Like all Vampires, he will burst into flame in sunlight. Wooden Stakes: Drive a metal blade into his heart and he'll recover, but a wooden one and he'll turn to ash before your very eyes. Decapitation: One of the only kinds of wounds that a Vampire cannot recover from. Garlic: Vampires are naturally repulsed by Garlic. Entering a room with garlic will cause him ungodly amounts of pain. Uninvited Guest: Like all vampires, Angel is literally incapable of entering someone's home without invitation. However, once invitation is granted, he is able to come and go as he pleases.
He may have the face of an Angel, but he has the left foot of a human and the right foot from the left leg of a demon. He is not opposed to cutting a rug, but most people agree he is the single worst dancer in the history of the world.
Angel loves cars, but that and his phone are about the extent of his technological prowess. He has no idea how to use a computer or what an "Internets" is.
Angelus is the name of Angel's demon that possesses him. It resides in him always and is one of the most cruel, conniving, sadistic, torturous demonic entities to ever crawl out of the ass of hell. Angel is powerful, but Angel holds back. Angelus revels in the most unholy of acts and would have not even the slightest of qualms in murdering every living thing on the planet, just to bathe in their blood. If Angelus gets loose, it's all over.
Origin And Backstory:
Once refered to as "Angelus, the Scourge of Europe" and "The Demon with the Face of an Angel" he was the most sadistic killer known to the vampire community. He took great pleasure in slaughtering whole towns, as well as corrupting religious figures and then turning them. Angelus' rampage came to an end in the late 1800's, when he slaughtered a village of gypsies. Before the elder died, she bestowed a curse on him, to return his soul to him, to allow him to know remorse and anguish over everyone that he had slaughtered, but to never allow him to know happiness. If he ever knew true happiness, then the curse would be broken and he would return to his mindless killing. With his newfound soul, he began to seek a way to repay the immense debt that Angelus had racked up. He moved to the a hotspot of demonic activity known as a "Hellmouth" the place later became the town of "Sunnydale" where he hunted Vampires. Later, the Summers family moved to Sunnydale and Angel met the woman that would be the love of his life. Angel joined Buffy and her friends (Who called themselves "The Scooby Gang") in fighting vampires and other monsters. There, they met one of the "Great King Vampires" known simply as "The Master" After defeating him, they saw him turn to dust and disappear. It was in celebration of their success here that lead Buffy and Angel to share their first night of intimacy.
Angel, baring witness to a moment of pure happiness, had his soul stripped from him once again and he reverted to Angelus. Angelus battled Buffy and her friends for months, before she defeated him as he tried to open the Hellmouth fully and swallow the entire town into hell. Buffy killed him just as their friend, Willow, managed to complete a ritual that returned his soul to him. Angel was sucked into Hell and spent several months surviving the hellplanes. He was finally spat back into the human realm, with his mind shattered and Buffy had to spend a few weeks nursing him back to health in secret. After foiling the plans of a rogue Slayer that teamed up with a Demon Lord, Angel decided to move to Los Angeles and set up a private detective agency, specifically to hunt and investigate for/against the paranormal. Buffy, much to his chagrin, followed him, saying that there was going to be some way that they could break the curse, whilst keeping his soul.
Supporting Characters:
Buffy Summers is a 19 year old girl, born and raised in Los Angeles, she grew up like most California Girls, cheerleading, ice-skating, shopping, but all of that changed when she was 15 years old and the ancient mystical force known as "The Slayer" called to her and gave her the immense strength, speed and agility that allowed her to fight on par with a Vampire. She stepped onto the radar of every Vampire when she killed one of the Great Kings known as Lothos. After Lothos' death, her mother moved with her to Sunnydale and she enrolled in Highschool and met Angel shortly after and has been with him ever since, even nursing him back to health after he came back from Hell.
Slayer Powers: (As "The Slayer", she has access to a vast number of powers that helps her to hunt and kill vampires and other demonic entitys) Superhuman Strength (Greater than most Vampires) Superhuman Stamina (Able to exert herself for greater amounts of time without fatigue) Super Healing (Heals most minor cuts and scrapes in hours and heals broken bones much faster than regular humans.)
Formerly a member of the ancient Demon-hunting order known as "The Watchers" he was a scholar who was tasked with the all important job of training Slayers to their fullest potentials. However, when his Slayer turned rogue and started working for a greater demon, he was cast out of the order. Angel met him in Los Angeles and took him on as his Magic Consultant. Wesley possesses some degree of combat skills, but is mainly an academic with an insatiable thirst for knowledge and a great command of the mystical arts.
A Deathwok Demon from the plane of Pylea, a plane with no concept of music, but a strong concept of dance. After escaping from his smothering family, he came to the Mortal plane and discovered that, when he hears someone sing and bares their soul for their music, he can read their aura, finding out their problems and even making predictions about their future. He is a good friend to Angel and owns his own Karaoke bar.
Born in Hell on the plane of Drakulon. After a successful attempt to escape hell, he made his way to the mortal realm and possessed Vladimir III of Wallachia, turning the man into the legendary "Count Dracula" Although he isn't the first vampire, he is one of the most feared, respected and wisest of their number. He is strong, fast, cunning and one of the most dangerous opponents that anyone could face. He is also known for being pretty much unkillable. Making him go down is a feat in and of itself, but getting him to stay down is the real trick. No matter how many times the Belmont family kills him, he still manages to come back time after time. He is one of the Great Vampire Kings.
Even though Dracula is considered the foremost vampire, this is because few know about Varnae. Varnae was the very first vampire. Heralding from ancient Atlantis, before it sank, Varnae was a great scholar, who discovered how to talk to demons. No one knows exactly what happened next, but most who know his story believe that he sunk Atlantis with his power. He cut a bloody swath cross Europe, Africa and Asia, with every creature he consumed, he became stronger and stronger, eventually, he stopped resembling a human. But time has taken a heavy toll on him. Although he is, without a doubt, one of, if not the, strong vampires that ever lived, his mind has failed him. He has no real focus, wanders aimlessly, every so often, he comes up with a world conquering plan, but if he gets distracted, he will forget the plan completely. His followers bring him fresh meat, because he can't even hunt by himself without forgetting where he is and just starting to mindlessly slaughter all around him.
Even in his addled state, nobody dares to challenge him for his crown as one of the Great Kings.
Though not TECHNICALLY a Vampire, he drains the blood and soul of his victims and regularly needs to feed in order to sustain his unholy power. After Lothos' death left a power vacuum, he stepped in to become one of the Great Vampire Kings and nobody had the power to challenge him. He commands his Vampiric hordes for his own vile machinations.
One of the Great Vampire Kings, he is ancient, powerful, a master of the mystical arts and the leader of the Order of Aurelius, a cult that seeks the bringing of the most ancient of demonic evils into the mortal realm to rule as the gods they are. He spent the last 80 years trapped in an underground cavern and after escaping, by killing Buffy (Who was later revived), he has joined the rest of the Great Kings at the council and continues his vile machinations, also plotting revenge against Buffy and Angel as they almost killed him upon his escape.
A great hero from Vampires history, he rose to prominence in the Dark Ages when a vampire hunting group called the Sarafan, from the hellplane of Nosgoth appeared and rallied humanity, managing to cut the Vampire population of the world by 95%. Kain waged a brutal and bloody one-man-war against the Sarafan and their demonic lord, saving the Vampires. He is unique in that, whenever he drains someone of their blood, he will gain their power, specifically. If he drains a super-powered individual, then he will gain one or more of their super powers. He is strong, fast, powerful and wields the magic sword "Soul Reaver" which, as the name suggests, sucks the soul from anyone who is pierced by the blade. He is one of the deadliest unliving Vampires and the single most respected among the council. He will listen to reason, but not to anything that might threaten his power.
A villainous agency and a front for the Great Vampire Kings. They are a Human Attorney office that work for various demonic entities around the world, making sure that they are kept out of the public light and that the police and military can't interfere with their demonic masters' vile machinations. Talk about hiding in plain sight. They are lead by a cabal known as "The Senior Partners"
Alongside Angel, Spike is one of the most powerful non-Great King Vampires in the world, having the distinction that he has killed 2 Slayers in his time. Spike has had a number of run-ins with Angel and Buffy, with Spike having survived every time. He was actually a good friend of Angelus' back in the day, but today, he wants to rip his throat out. He has a flair for the dramatic and loves to talk peoples ears off. His real name is William Pratt, but he earned the name Spike due to his love of torturing his victims to death with railroad spikes. Unlike Buffy & Angels other opponents, he doesn't have a grand, master plan in the works, he just wants to live his unlife to the fullest, doing the 3 things he loves to most; getting money, killing people and supporting Manchester United Football club.
The Initiative is a branch of the United States military that is top secret. Their goal is simple, to capture monsters and develop new technologies to fight them, as well as maybe "liberate" any technologies and magics that can give the US Military an edge over its enemies.

Los Angeles, the City of Angels. Well, mostly Demons and Vampires. No matter where you looked, there was always something foul going on. Take this innocuous street for example. A seedy backalley where criminals and ne'er do wells congrigate. You may see a pair of normal ruffians stood at the corner between a pair of back alleys, but they are anything but.
"Hey, when's he gonna get back with the goods. I'm starving, man." One said to the other.
"I swear to Satan, if you say that ONE MORE TIME, i'm gonna eat you." the other one replied.
"But it's been a damn hour..." The first one groaned. "And the stuffs just kicking in..." He began to rub his arms constantly. At that point, he was flung into his counterpart as he was kicked in the back of the head. The second looked and saw behind him, a blond girl had appeared behind him.
"Hi, i'm Buffy and i'll be your Slayer for this evening." She chirped with a happy smile on her face.
"Slayer?" One asked. "Nah, this ain't a Hellmouth." He laughed. "I thought you guys only hung out there."
"I'm branching out, really trying to get the monopoly on the whole "Turning sorry bloodsuckers into grit for the driveway" thing. So, wanna help me?" She asked, drawing a wooden stake.
"Yo, that ain't funny." The vampire replied, before Buffy lunged at him. He threw his inebriated partner to the side and blocked the hand coming at him, but she dropped the stake, grabbing it with the other hand and shoving it into his heart, before he turned to ash and disappeared. She then turned to the one giggling on the ground.
"Bro..." He replied. "I can taste the rainbow..."
"You're almost too adorable to kill." Buffy sighed, before shoving the stake through his back and into his heart, in return, he disappeared in a puff of ash "Then again, i ALMOST passed my Physics exam, but a D- counts, right?" she blew on the stake, before putting it into its holster. She then heard the sound of a car approaching and looked down the alley to see the familiar black 1967 Plymouth GTX driving down, before the engine turned off and Angel got out.
"Hey, Buff, what's going on?" He asked.
"Oh, you know, another day, another dead vampire, same old same old." She then saw Angel push his palm into his face. "What? I did good." She chirped.
"Buff..." He looked her over as he seethed, bringing his clawed hands to his own face. "Please don't tell me you killed a stoner Vampire and his friend." He said. Buffy shuffled nervously.
"Define stoner, because i think he was on something a LITTLE stronger than weed." She shrugged with a big smile.
"Buff, this isn't a Hellmouth." He grunted. "You don't just go around killing everything that isn't human."
"I know, but he was evil." She replied, throwing her arms out.
"You do know that Reefer Madness wasn't entirely honest with you, right?" She let out a fake gasp in response. "Those guys were my informants working for one of the local gangs." He groaned. "Welp, that was weeks of work gone down the drain." He looked up at her pouty face. "Don't do that." He said, stiffling a smile.
"What, the "Sowwy i did a boo-boo and muydey the evil vampi'es dat was gonna give you us a big payday!" face?" she asked in a baby-voice. She gave him a peck on the cheek before skipping towards the car. Angel shook his head, asking why he continued to tolerate her being here. He looked at her in the passanger seat, before getting in and going to start the engine, but instead, he looked over at her.
"Buff... We need to talk..." He sighed.
"Uh oh." She said. "About to give me a "Dear Jane" letter?"
"You... You need to go. Go back to Sunnydale." He started, just as she opened her mouth, he put a finger to it. "You aren't meant for somewhere like LA, you are meant for a Hellmouth, somewhere everyone is evil and every direction you shoot in is gonna hit a bad guy. That you don't need to worry about things like this." He said. "Plus, come on, don't tell me Giles, Willow and the others don't miss you."
"Look, they don't NEED me there." Buffy replied. "You NEED me here. Who else is going to watch your back? You've got Wesley and, let's face it, that's not much." She sighed. At that point, someone walked up behind Angel.
"Hey, buddy, nice car." The man said, before flicking out a knife. Angel looked back, looked at the knife, then turned back to Buffy.
"They DO need you there. You are a Slayer and Hellmouths need Slayers to keep the demonic presence in check." He said. The man with the knife grabbed Angels shoulder.
"OUT OF THE FUCKING CAR OR I CARVE YOU A NEW FUCKING FACE!" Angel turned around and his face became demonic.
"Do you mind? I'm trying to talk." He growled. The man stabbed Angel in the shoulder. He looked down at it, then back at the mans face. "Ouch..." He replied. The mugger pulled the knife out. "You've got 10 seconds, then i eat you." Angel said, the man then set off at a run. He then turned back to Buffy. "Seriously, OWWW!" He then turned the key. "This conversation isn't over." He said as the 7 liter V8 engine roared to life.
