Ok here it is. This will be my first fight so I'm not sure if I added enough detail or made him overpowered or something. So if there's anything I should change or improve, just tell me.

(I have edited the amount of PP each one uses so it doesn't use a too little amount or too large amount for what the attack does. I have also slightly modified a few of the powers to make sense outside of earthbound. The success rates are the chances of the power actually working.)
I will give Ness a maximum amount of PP to 60. Every time he uses a psychic attack it goes down. Here are the amounts for each attack:
Defense down(8 PP)-- it lowers the defense of an enemy to a low or high rate. Can target one to three enemies. It appears as a hard to see, translucent stream of energy that will go from ness into the enemy within 2-7 seconds depending on distance. High success rate.
Healing (5 PP)-- Cures debuffs such as poison, paralysis etc.
Hypnosis (7 PP)-- confuses and makes the enemy sleepy. Appears as a ball of yellow energy that is thrown at the enemy.
Lifeup(8 PP) -- Heals Ness.
Offense up (7 PP) -- Makes Ness stronger with melee combat.
Paralysis--(9 PP) -- Paralyzes the enemy. Sometimes fully and sometimes minimally
Teleport --(4 PP) Can teleport Ness a short distance. (maximum of 20 feet)
PSI Fire (7 PP) -- A stream of fire that shoots out of Ness' hands. Has a maximum range of about 10 feet.
PSI Flash (5 PP) -- Confuses the enemy. Not as powerful as hypnosis but there is a better chance of it working.
PSI Freeze (12 PP) -- An elemental ability that can freeze part of the enemy in ice.
PSI Magnet (5 PP)-- It steals a minimum amount of energy from the enemy and turns it into PP. (takes 7 PP from the enemy)
PSI Rockin (10 PP) -- A wide plasma based attack. Does good damage to enemies.
PSI Shield (6 PP) -- shields or reduces damage of most attacks. Effective when stacked. Can be used to one or all allies.
PSI Starstorm (25 PP)-- One of the strongest Offense PSI abilities. Sends meteors to fall from the sky everywhere. Deals major damage with a direct hit.
PSI Thunder (10 PP) -- Offense PSI, an elemental ability that can inflict numbness, as well as very high damage. Targets a random nearby life form.
