No. While Jormungandr is Hel's brother, Jormungandr is not a god. He's more of a giant cosmic monster. Similarly, I wouldn't have anyone be the kid of Fenrir, or Surtr. They're huge powers, but not gods. Also they're very directly on the evil side of things, and you're supposed to be working for your parents to stop Ragnarok :p
