Elisif might actually be ruling and governing, but The Dragonborn is the one dealing with military affairs, and thus, is actually the one ruling.

It's a lot like actual Medieval royalty. When the husband is off fighting the war, the most closely related female(usually the Queen) will handle the more political affairs. If Elisif is at the helm of that, I take pity on the future of Skyrim.

Ah, true. That Balgruuf, I like him. Way more straightforward and trustworthy than any of the characters I'll be introducing as High Rock. It's a Rogue's Gallery there, I tell ya.

[High Rock]

-History (focus on the years 4E 201 to 205, anything before that is pre-established canon)

-Leadership (type of government, leader, political agenda)
4/5 Kingdoms are a monarchy, with the last being a Republic, although not officially recognized by High Rock’s leaders. The leaders of High Rock all vie to be the loudest voice in the Emperor’s ear to garner favor in his eyes and to hopefully elevate their State’s status in High Rock. This makes High Rock the second most Court Intrigue filled nation, rivaled only by Morrowind and its Great Houses.

-Allegiance (you can change this throughout the RP)
A very tenuous thread connects them to the Cyrodiilic Empire, although it will be hard to secede, seeing as the Council of Kings will have to make a unified move to do so. High Rock is not the most unified of Provinces, to be sure.

Looks like I'll be pressed to try and strengthen the ties, don't want to lose the Bretons and their skill set, its likely they will be very useful (Particularly once the Akaviri come in, might be able to devastate their second wave of ships before it even lands) At least I can rely on their division to keep them in for now.

I can't wait to start this now

I imagine the Mede Empire will probably want the Redguards back into the fold as well, that's easily the Empries greatest military strength and naval force, just sitting there very mad. Though that's easier said then done.

All the races have something which makes them great assets, but since the Mede Dynasty done messed it up the Empire is banking on the change of leadership now the Mede Dynasty is over. They are basically using it to paint the image that its strong and proud again.
Convincing Hammerfell and Skyrim to come back is a nightmare xD

Shame no one likes the High Elves, kind of unfair when it's really only the Thalmor who deserve all that hate. Their one small faction in a larger nation.

Indeed, though they are rather lofty regardless (Though I never saw them as being evil supremacists till the Thalmor came along, suddenly I stopped thinking of Somerset as a beautiful island and more as a Dictatorship xD) Regardless, with Elsweyr secession and Valenwood seemingly growing closer to Morrowind and Elsweyr and further from the Aldmeri Dominion, it seems odd to think the Thalmor would just be sitting around doing nothing...

And we could do with some Akaviri too. So much for an Akaviri invasion! XD

Oh, no. There is over 20 different breeds, and some don't even look like cats. Take the Ohmes (Khajiit in Arena and I think Daggerfall) for example, They look like Wood Elves.
EDIT: My mistake, It is the Ohmes in Arena, and the Ohmes-raht in Daggerfall. The Ohmes-raht, have gold-brown fur and more beast like features such as a tail.
