Sorry for the delay, @MasterJay! Anyway, answers to your questions:
1.) The Bystanders would only take damage once the Time Stop ends; that's why ArcU used a Time Stop in the first place, so that any Nonpracticing Magi can be pulled out of harm's way once the fight has ended.
2.) Wouldn't it serve Eise better to find the machine projecting the Time Stop and destroy it?You seem to be overestimating his power and intelligence. Eise has no way of defeating apparently any one of the agency's magi in a fight, he's stupidly injured to the point where he should be dead, and like hell is he about to search around for a stupid machine in a building full of psychopaths even crazier than him when his claws can cut through any barrier magic can put in his way.

So the ground beneath them can crumble away beneath them and white-hot flames can bounce off their faces and they will be completely unaffected? Screw magic shields, just strap a couple of stiffs over your body for instant impenetrable armor.

Oh, and is the mafia's man actually waiting at the designated point? BC would like to remove his internal organs one by one and throw them from the statue's torch.
