Titan- A titan is the name given to humans that possess the "Titan-gene", which is activated by an unlikely mutation of the 1st chromosome (stimulus for such mutation currently unknown). The gene once active gives the human unprecedented abilities. It is theorized that there are countless allele variations of the titan gene resulting in different 'powers' among different humans. The gene itself was discovered in 1988 by French scientist Francois Marques, and was named posthumously after the world's first known superhero "Titan Man (Richard Starling)". Since then titans have become incredibly feared by the public after two massacres, one in Lebanon and another in Seattle Washington, both by titans. This has brought the motives of Sanctum into question, as the current Commanding Officer (Bella Nunez) has started an initiative to gain public support by opening up some non-classified information to the masses.

Sanctum- Founded in 1947, Sanctum is the Earth's primary protection agency against titans, supernaturals, and other critical level security threats, and work most closely with international forces including the United Nations. With the primary building of the agency and research facility located in the metropolis city of Olara, Maine, United States, Sanctum has provided a means for humans- titan or no- to register as a vigilante to tackle crimes and natural disasters deemed critical. In addition, Sanctum handles most crimes dealing with titans or the supernatural. Sanctum's mission statement is "To ensure the preservation and prosperity of the planet Earth for all inhabitants who might seek justice as we know it."

Basic Probational Assistance Program- A program within Sanctum that trains teenagers that possess exceptional ability or potential, typically but not always these students possess an active Titan gene. The BPAP is headed by three overseers: Animal (Tracey Gordon), Nicole Snow (Bella Nunez), and Guardian (Fiidow Warsame) who are tasked with selecting potential candidates and training them by assigning them missions. This program is relatively covert, though the public does know that Sanctum provides internships to certain individuals.

Morph Suit- Standard uniform for Sanctum Officers, first developed a year ago under the leadership of Bella Nunez. Morph suits are a classified technology that hides the identity of the wearer by changing the facial appearance. To retain the integrity of the disguise, the suit measures body configurations in proportion to facial features. These suits are designed for Titans, and thus are specific to Sanctum Officers, meaning that there are only currently 13 morph suits in existence, or at least in use. Other disguises are worn by vigilantes and villains alike, and typically resemble classic comic book stories, though these of course vary from person to person. Worth mentioning is that members of the BPAP are not authorized Morph Suits, and must instead wear disguises.

Titan Man- Typically recognized as the world's first superhero, Titan Man is the name behind the titan gene. Gifted with the powers of flight and air manipulation, Titan man was an incredibly capable fighter. He is also considered one of the founding fathers of Sanctuary, actively seeking out other titans to uphold the organization as he was growing older. Of note is the world renown black and white photograph entitled "The Birth of Titans" a picture taken by artist Benjamin Dust, which depicts Titan Man holding a criminal upward with one arm, glaring him down while a crowd gathers around them in awe. The picture is featured in Sanctum's Earth Protector's Museum. Titan Man died of natural causes six years after the construction of Sanctum, but still lives on as an embodiment of what a superhero should be.

The Great Fang- The first superhero to fight without a disguise or costume, the Great Fang was an incredibly powerful titan hailing from Hawaii. His blinding speed was his trademark, and made him quite popular among children in the early 90s. The titan would later settle down after having three children. Fifteen years after his retirement, the Great Fang ironically and mysteriously died in a boating accident caused by a massive storm. Due to the heroes close affiliation with Sanctum, his family was relocated to Bridgeport California where they are under the guardianship of Sanctum forces.

Welcome overseers. Here you will find the rules of the Roleplay. Please remember to read the rules, I would beg, but such emotional responses are not in my programming.

1.No God-modding: Please ensure that your characters have actual weaknesses. A part of what makes a good character is that they're capable of being challenged, and we all want to make good characters, right?
2.Don't Be a Jerk- Treat others how you would want to be treated. This means that making fun of peoples characters or ideas, and even them is a no-go. If you have a problem with a user take it up with them in a PM.
3.No Importing: Yes there are a lot of awesome characters out there, but most simply won't fit in this universe. The purpose of this roleplay is to explore creativity, not adaptation. This of course does not include your own original characters so long as they can fit into the universe.

As an overseer to the BPAP one of your core functions is to manually upload the registration sheet of each new member. The template is provided below. Welcome to the Mission Registration Codex, as a member of this roleplay, one of your key responsibilities is moderating and reporting criminal happenings or otherwise dangerous and suspicious activity that may threaten the justice Sanctum seeks to preserve. Sanctum

Below is a codex of villains and terrorists labeled as a critical threat to not only Sanctum by the international community. There are three classifications for these criminals C.N.K (Capture Not Kill), K.I.N (Kill if Necessary), and K.N.C (Kill Not Capture)

The Shadow Smuggler- Cataloged as kill if necessary, the Shadow Smuggler deals in titan trafficking, and is responsible for much of the anti-titan weaponry that Sanctum uses today. Named for the fact that no one has ever seen his face, and knows little of what he looks like. For obvious reasons the Shadow Smuggler tends to deal outside of the United States, though there are rare cases of kidnappings there as well. His capture would surely increase the likelihood of ending the trade, though killing him may not breed the same result.

Lao Khan- Cataloged as capture not kill Lao Khan is the titan terrorist whose goals are largely unknown, though the few times he has appeared have seemed to be involving the abduction of individuals with latent titan abilities. It is believed that Lao Khan works for the Shadow Smuggler, though given that he usually takes interest in latent abilities, this could just be speculation. None the less Lao Khan is cataloged as capture not kill as he may have vital information on the Shadow Smuggler.

Sybil Laurette- Cataloged as capture not Kill Laurette is known as the lieutenant in command among the pirate mercenary society "Dawn Harbor". Sybil is brother to new recruit Ambrose Laurette who has provided invaluable information on his brother, though remembers little of the settlement located on the island of Topaii. Sybil could provide useful information on the mercenaries of Dawn Harbor that may result in a peaceful resolution.

The Lost Boys- A three-man group of bounty hunters. There is an underground system that puts out bounties on certain superheroes, the more formidable or difficult the job, the higher the pay. The Lost Boys have had the highest success rate in the capture or killing of these superheroes. So far they haven't made an attack on any Sanctum members or affiliates.

Ink- Ink, aged 23, is labeled as capture not kill. She was once a promising young titan who was a member of the 4 Division of the BPAP. Labeled as P407, Ink was one of the most gifted of her group, and the most likely to become a Sanctum Officer, despite her attitude. This all changed however as Ink left Sanctum prematurely wreaking havoc as she did so. Sources have led Sanctum to believe that she has become a criminal, following in the footsteps of her cousin. Ink is an incredibly gifted titan who is capable of bringing the tattoos that mark her body to life for short time periods. Many of these tattoos allow her to maneuver around as she practices parkour, but there are a few that she uses for offensive strikes and even surveillance. Her abilities and her avoidance of Sanctum forced have given her a reputation as the 'ghost of sanctum', and has also hoisted some stigma, towards future operatives who might hold the role of P-07.

Among an era of confusion and hesitation there stand some ready to accept the abilities entrusted to them by God. These brave men and women face greater perils than ever fathomed by man before. Those that would use these gifts to threaten freedom and liberty will be expediently brought to justice.We strive to leave to our children and their children, a world worth protecting. The destiny and the tomorrow of mankind is our enterprise as we serve to ensure the preservation and prosperity of the planet Earth for all inhabitants who might seek justice as we know it. Physical Description: Ambrose stands at six one, and weighs one hundred and fifty pounds. He has short dark blue spiky hair, that is pushed back a bit similar to that of anime styles. He has an olive skin complexion, with dark hazel eyes. For his height, Ambrose is a normal weight, being relatively thin but not overly so. He is almost never seen without his lucky jacket, one that cuts off halfway down his torso. The cuffs of the jacket have brown fur, while the jacket itself is an olive green color with two dark red lines midway down on the right sleeve. There is also a square logo on the right trap of the jacket that simply reads 89. At the bottom, the jacket's olive green color goes to the same dark red as the lines on the sleeve. Underneath the jacket, Ambrose wears a black tank top, and straight fit dark blue jeans. He also wears combat boots. Lastly, he wears black leather gloves, and has a large brown pouch that extends across his chest. The pouch connects in the back and has a carrying case for his sword.

General Personality: Ambrose is a somewhat laid-back young man, but one with a steadfast determination to prove himself. His shady past has left him with sever guilt, something that he tries to make up for by serving as a protector and an open ear for the group. Ambrose shows incredible loyalty to the people he cares about. His need to please people to make up for his past have left him slightly susceptible to manipulation and blind optimism. Overall Ambrose is a rather cool and collected addition to the team. While not the best at strategy, he doesn't simply rush into situations, and is more than capable of getting himself out of a tough spot. Ambrose has a uniquely charming and chivalrous nature to him, while still maintaining some edge. Perhaps it's his motorcycle.

Sexual Orientation: Straight

Power(s): Lamorak's abilities are more of a 'jack of all trades' kind of thing. He has enhanced strength, speed, agility, and durability, but beyond this there isn't much. His two major focuses are his power and agility, he is incredibly strong- able to jump impressive heights, and he easily maneuvers himself out of sticky situations. Aside from this, Lamorak is a skilled swordsman, and uses this as his main form of attack. Ambrose is somewhat capable in hand-to-hand combat as well as sword fighting. He thinks quickly on his feet. Ambrose maintains a cool demeanor on the battlefield, and as such isn't easily shaken by most foes. His style in fist combat is that of a brawler, fighting dirty and getting in and out quickly.

Weaknesses: Ambrose is too quick to trust. In actual combat, Gaulrend can only provide so much range, and after that Ambrose will be forced on the defensive. While Ambrose is skilled in multiple areas he excels in none of them as far as titans go. Ambrose is a capable brawler, but lacks disciplined training and as a result is much less reliable without his sword. At worst, Ambrose's cool nature can be a downfall as he doesn't seem to be incredibly perceptive, being constantly forced into 'think fast' situations.

Weapon(s): Gaulrend- Gaulrend is a falchion styled sword. Wrapped around it's hilt is a cross and chain. The handle is also quite worn due to excessive use. Gaulrend is a medium range weapon, but is most certainly Ambrose's most reliable.

Nationality: Chinese and Japanese-American

Physical Description: Ming stands at about 5'7'' and weighs in at 149 pounds. Her most striking feature is certainly her purple hair, which she usually keeps in a bun tied together by the ever so stereotypical two chopsticks hair-do. She can also usually be found with headphones slid over her head. Ming isn't particularly busty, but has a larger backside, as her body has a slight pear shape. Ming has clearly toned musculature in her arms. She has slightly almond shaped light brown eyes usually decorated with slight black eyeliner and blush on her cheeks. Ming's fashion sense is usually just throwing on as many colors as she possibly can.

General Personality: Truly still young at heart Ming has a passion for Saturday morning cartoons, and breakfast cereal, as do most college students. Being forced to work as an assistant in her mother's Chinese cuisine restaurant, has made her resent uptight authority. In fact, she dislikes the idea of even wearing a costume, drawing inspiration from the Great Fang in that regard. Nonethless she often retreats to her video games, and uses sarcasm and comedy as her weapons when she doesn't want to talk or be bothered. Ming describes herself as relatively fearless, though this isn't true, especially when it comes to males that she might fancy. Ming is an overall caring person, but her tendency to no follow rules, and her screwball personality land her in some heat when she must work with others. Ming's biggest flaws are her apathy and her inability to follow directions exactly, and should she surpass them, would make a fine addition to the line of Sanctum officers.

Sexual Orientation: Straight

Battle Power(s): Ming Ming's biggest ability is her super-strength. So far, the limits of this strength have not been tested, but what is known is that she can stop incredibly forces like moving cars with her hands without budging. As well, while Ming lacks tactical genius she is an engineer, and knows her way around technology at least the mechanical and computer kinds. Ming's durability and ability to sustain damage is incredibly formidable. She seemly doesn't seem to go down until she can't carry herself anymore.

Weaknesses: An immediate weakness is that she refuses to wear a costume. While all of our students before her actually wanted costumes so that they could keep their identities and families safe, Ming is far different in that regard. She has at least agreed to take an alias, but decided to leave it up to her teammates "or some crap like that". Ming is also incredibly slower than most, especially Titans. Her lack of disciplined training leaves her unable to quickly get in and out of combat situations, leaving her forced to fight up close and personal without a plan of retreat.

Age: 19(his birth certificate says he is seventeen, but because of his time desync, he's lived a chronological and biological nineteen years.)

Gender: Male

Nationality: American

Physical Description: Stands at 6'1" and has a thin frame, and long legs. His body is obviously well trained physically, though he focuses on endurance and speed more than upper body strength. He's white with shaggy blond hair and gray eyes, his face is thin and well defined.

In every day life, he has a relaxed wardrobe, all t-shirts jeans and boots. A jacket or hat if appropriate. In hero attire, however, he wears a single piece motorcycle suit. The suit is primarily blue, with black along the sides, and a black emblem on the chest that is a capital B with motion lines on the left side. The suit has armor built in on the shoulders, knees and elbows, and he has more on the knuckles of the gloves he wears. He wears ankle high boots, which are built for support while running. Finally, a full mask that covers every inch of his face, save for the eyes, and extends down below the collar of his suit. The face section is solid, and contains a respirator. The motorcycle suit that he uses as his main "costume" originally had impact armor in the back. Bruce has removed this and replaced it with an oxygen tank that occupies the same shape and space, as high levels of desync require a source of oxygen inside of his time bubble. The face section also has a single, wide angled eye shield, that contains a projected HUD to display pertinent information, such as a GPS map, or stats on a villain.

General Personality: A real thrill seeking party boy. Kind of a daredevil, but he's confident in his abilities and they usually pull him through okay. Generally easy to get along with, he's the kind of guy who likes to drag others along on things. The only kind of person he really can't stand is a "buzzkill."

Sexual Orientation: Bisexual

Powers/Abilities:

DeSync: Blur can desynchronize his own personal "temporal field" from the rest of the world's. He can make his own personal time faster, or slower. Usually, he will make it faster, allowing him to move at what appear to be incredibly fast speeds, and to view Normal Earth Time as if it were moving in slow motion. He'll occasionally make it slower when he's waiting impatiently for something, so that the world outside moves along more quickly.

Weaknesses: He only has the normal stamina of a human, and he tires at a rate relative to his own personal time bubble. For instance, if he ran in a marathon, he'd finish it much sooner than anyone else, but he'd be just as tired as everyone else was when he finished.
He also needs to sleep more often(or, appears to, from the perspective of people in normal time-space) because he spends more time awake than other people do, within the same period of Normal Earth Time.

DeSyncing too far can destabilize his own atomic structure, and that of any objects he DeSyncs with him. This results in what Bruce has coined "Time Burns," which are bits of matter, usually on the outermost surface of something, that have simply dissolved away. On his person, these look almost exactly like road rash, but could be extremely severe if taken too far.

Fighting Style: Fights with a basic sort of kick-boxing style. He doesn't have any polished form, and relies on his DeSynced speed to be effective.

I... hope his power isn't too confusing. I found it a bit difficult to explain the ins and outs of it.

No worries at all, they aren't confusing but I do have some questions. You mentioned "time burns", and I wasn't exactly sure if these effect others or just Blur (I think it just effecting him would be more preferred). The way I interpreted his abilities were that they are relative to himself and deal largely in his perception, so his ability to speed up his environment would essentially make him a speedster character while his ability to slow it down would allow the world around him to appear slow even though it actually isn't making for someone with seemingly excellent reflexes. Though that could be me just getting it entirely wrong. Also, is he a titan or does he get this power through means of magic? Either way, he seems like a very interesting character and his powers could easily fit into the universe. I'm interested to see how he'll do on the team, and also how he'll fair against a particular villain later on.

To clarify this: His power affects him specifically. He speeds or slows his own personal "time field."

So yes, he's mostly a speedster. He can slow his personal time too, but that's really only useful if he's waiting for something and gets impatient.

Yes, "time burns" are things that happen to him. His desync is variable, see. He can do it at different levels of intensity. Desyncing too far destabilizes the atomic structure of things inside of his time field. That means him and anything he's wearing or carrying. The greater the desync, the more unstable atomic bonds become, which can lead to even minor impacts causing severe damage.

If he's desynced far enough, wind resistance alone could be enough to cause road rash like marks on him.

That is an incredibly extreme case, though.

And yes, he is a Titan.

General Personality: He is always smiling and laughing. He does not care what happens as long as he can have fun with it. He does things he is not suppose to to get this rush. He has a devil may care attitude and lives by it.

Sexual Orientation: Bisexual

Powers/Abilities: Electrical Manipulation. As long as he has electrical power he can do a few things. He can fire bolts of electricity from his hands as his main attack. He can almost manipulate metals with electromagnetism. His powers if active allow him to be a bit stronger and faster than a regular person. His bolt throwing is his most powerful attack. He can use static charge to be able to climb.

Weaknesses: Water is his main weakness. If he is drenched in water it makes his powers useless. So swimming is out of the picture for him. Salt water in particular. That and his powers weaken him if he does not have a constant source of power.

Weapon(s): A Quantum Brace. A device of his own design that he keeps on his wrist. It is a bulky looking piece of metal. He uses it to help control his powers.

Fighting Style: Heavily based on different styles of wrestling. He uses his fists more than his powers.

Attire: Stays as covered up as she can, Hoodies and Jeans are essential comfy clothes. Most if not all hoodies have excessive amounts of working zips on them mainly for ensuring her abilties can work unhindered. Baggy Jeans disguise her shapely stolen legs and are strapped to her waist with a quick release belt, in case she has to defend herself in ordinary dress and unfortunately for the unfortunate agressor/victim, Eve wears sensible underwear.

Other Noticeable Features: Scars a plenty, skin is patchy oweing to the fact they once weren't Eve's.

General Personality: Despite the macabre nature of her ability, Eve is an upbeat girl. This was partly due to her belief she lived on borrowed time and was going to make the most of it and partly because it was who she was pre-car crash. Having been given a second chance how ever has made an impact on her, where injury is concerned, she tends to see too much of the humorous side, in a warped kind of way. She doesn't make rash or dangerous decisions lightly unless its clearly endangers someone else, in which case she's ready to pay her life debt to the universe. Understandably, Eve's shy about her appearance, there isn't much she can do about it granted and she forgives herself for this but she can't help but feel she's judged by others she doesn't know. With people she does however, she's very open and friendly.

Powers/Abilities: Haemomancy. Eve can manipulate spilled blood and is used to form weapons, armour and sharp projectiles by strengthening it. In addition to this Eve can unweave her own flesh, dismemberment isn't an issue as long as there is enough blood around. Her body accepts organ tissue readily and internal injury isn't a problem after a single trip to the morgue. No special attention has to be made to control the blood, it bends itself to her will. No blood is more powerful than others, but there are advantages to not using her own.

Weaknesses: Blood Armour has to be knitted into the flesh, physical barriers such as clothes make this harder to do. Little to no passive healing, she busts a lung, she needs a new one from a corpse. While she's capable of using her own blood as a weapon, doing so can result in lethargy and black outs. Being unconcious is extrordinarily dangerous as she'll lose her powers which plays a large part in her day to day living now as well as in combat.

Weapon(s): None specifically but usually summons up Clawed Gauntlets and Matching Greaves along with projectile needles for forcing the opponent to make a poor move.

Fighting Style: Crazied Cannibalistic Ravenging, monopolising on her somewhat freightening appearance. Always a last resort but when she needs a nice new liver, she gets a nice new liver.

Powers/Abilities
Both Clair and Voyance have acceptional abilities, but it what they are capable of together is truely incredible. Together the Seer twins make up the heart of ORACLE, the most efficient Mutant Detection and Classification machine that exists to date. Before ORACLE, mutant detection was a primative examination of the childs genes for a mutant gene and classification required a lengthy questioning with usually unwilling and potentially dangerous mutants for the details of their ability and how they have evolved since they manifested, every couple of years. Such a process was time consuming and dangerous to the examiners and often lead to the miss classification of dangerous mutants. ORACLE is technically a database of future information, an insanely powerful machine used not to predict, but to know who are mutants and how dangerous they are. To understand how this is done one must understand the powers of the two girls that exist as the core of the machine, Clair and Voyance.

Clair - Future Sight
Clair sees all possible future of everyone, living or dead and their actions simultaneously all of the time. This massive influx of information renders her unable to do anything, her brain no longer tells her to beat her heart or breathe and so is hooked up to life support to ensure she continues living. Its a sad existence, but one the Department for Mutant Solutions is willing to continue for the betterment of mutants and non-mutants alike.

Voyance - Telepathy
Voyance is the only reason her incredibly gifted sister is still alive. Originally it was though she was the one that was able to see the future but at her first examination for classification it was discovered she was telepathic and read the mind of her comatose sister to predict the future. As she herself explained, by putting thoughts in the head of the examiner, while Clair saw every possible future, Voyance could see Clair thinking about some more frequently than others. These were more probable futures and she could then act on these "almost certainties", giving her the appearance of having a future sight ability.

At first the DMS thought it would be possible to build a machine to do Voyance's job, probing the mind of Clair for certainties but it proved too much for a machine, it couldn't handle the massive amounts of information that rendered Clair comatose and so a second machine was built, to ask Voyance to probe the mind of Clair for particular bits of information. It was proved much more successful although limited in what it could ask as Voyance acted as an information bottleneck both ways. One such question was "will this mutant be dangerous?". ORACLE is now asked this question once every 7.5 seconds.

The DMS ensured the seer twin's parents that they could look after Clair indefinitely as long as they could make use of her great gifts. The parent's agreed as it was not long until the hospital doctors pulled the plug on her life line. What they never agreed to was the false classification of Voyance as a D4 mutant, which would require her to be rehabilitated at a DMS facility. She never returned home. Instead she resides in the same fluid filled glass tube in the centre of ORACLE with her sister, ensuring the safety of US citizens, mutant or not.
