Alright peeps, here's what's going on.

When you get your gem, you will automatically henshin into an "incomplete form" you will have more strength, stamina, and durability in this form, but no suits or mechs as of yet. The weapons we get from the developers testing room, then we go off to take out the villain of the week. They will not grow size or anything yet, but in the next fight, they will.

So, by "Incomplete Form", does that mean a suited form that isn't quite Gemranger _______? Or is it just civvie mode with powers?
