Quick question at Gowi, mentioned in the Outsiders is Katana and the shop I posted for Raven's job is located within their 'district' according to the map. However I looked through Batman's CS and did not see any mention of that character. Did I just miss it? Or has it not been added yet?

Katana isn't mentioned in the Batman app as it's something that will come up through IC posts since Katana is a street level hero operating out of Gotham's Chinatown, much like how The Looker, Black Canary, Azrael, Sandman, etc. operate in Gotham as well.

I don't think I'm ready for a Ra's player given something I've been planning since the last RP went under is really reliant on him being NPC'd, I appreciate the interest but I'd focus your energies on a different character.
