I am interested in doing this rp. i would much rather play as the soldier of Amestris that an Ishvalan. Will we be allowed to be State Alchemists or are we going to be basic soldiers?

State Alchemists are fine. Just don't take the specialization of an existing state alchemist.

I'm also interested in this as well. Though do you mind of I play two character, because at the moment... I really feel like playing an Ishvalan but at the same time I also want to do something with an Amestrian. Playing two characters would most definitely fix that. Though if not, I'll be playing an Ishvalan. I may be getting ahead of myself but does the ruined city of Xerxes exist, or is it still ruined in the first place? Also, are we aloud to have Xingese character? I really don't have a particular interest in playing one, but I just sorta like asking questions.

Playing two characters is usually difficult, so, for now, I'll say no. Xerxes does exists and is in ruins. Any race is fine, that includes Xingese characters.

Ok I believe that there two versions of the anime? Anyway I watched throught the one that wasn't brotherhood, wondering if its ok if I join?

You don't need to have watched through FMA Brotherhood to join. Though I'd suggest that you read through some of the wiki.
