He's being civil with Neku because Neku is similar to him in a way. The reason he doesn't battle a person twice in one day, is because he doesn't care enough to do so. If the person managed to win against him, then he may challenge them again after training, but otherwise he doesn't bother. xD He's sort of a cold jerk like that, I guess.

But then again would he challenge some who attacked him outta the blue?

Or had something interesting about them that they seem different from the last time they fought

xD If someone attacked him out of the blue, he'll physically handle it.

Edit: Hm...maybe, but it would probably be more of a test rather than an actual fight. He's very mysterious, and often holds back to observe, like in the fight with Neku.
