Nabiki wasn't trying to make waves, she was simply a bookworm caught up in her passion
She's actually a girl used to the system and manipulating it for what she wants
The revelation that this school might be a trap is a surprise but nothing she can't adapt to
Heck Nabiki is so smart she should be Savant instead of Halcyon though her flaw of obcessive curiosity means she'd make a poor leader type.
The Administrators would be aware that she's one of those scholarly types and ranks in the top IQs of the school.
