To be fair, he's a seemingly normal person (not a hunter) whose managed to fight reasonably well again super powered teenagers with gun swords. I'd argue he'd have beaten Blake back at the docks if Sun didn't intervene. Same with the train had Blake not used her special shadow clone no jutsu.

By that definition, any antagonist who doesn't get shit stomped by a protagonist and gives them a challenge is a deus ex. Weiss also got beaten by the Lieutenant. He's just.. not as popular as Neo, because he his fight showed the personality of a potato as compared to Neo's smug ass scuffle.

It's like History's Greatest Disciple. No one is bothered when Kenichi gets his ass kicked, but as soon as anyone doesn't fall to broken shards of hysteria as soon as they are looked at by the Masters feels a bit far-out and distant.
