GPS systems can be manipulated inside the car. Also, cars with ABS or any kind of assistive driving has to havea computer inside of them. That is how it's done. Tacky manipulated the car's systems by igniting the fuel tank using the car's circuitry.

This is such bad business, like honestly wtf, he offered drugs, that does not mean shoot him, that means you should R{P it out as your character who is a MERCHANT, do you know what MERCHANT means? you do business, you trade for a profit, that does not mean you shoot someone in the head because you do not like them
