We tend to be concerned if there's activity at all. But it can, and usually is, dangerous and needs to be managed before someone incapable of manipulating them gets themselves or others hurt. And that can happen at the smallest level... That said, a number of things could. A highly concentrated presence of an aspect of nature in a place where it isn't natural or forced can spawn elemental energy that then continues to grow as a self perpetuating feedback effect, for example.

There needs to be a catalyst of sorts too, but that's very rare, not identifiable to the naked eye and very often, unintuitive. The whole idea is very rare, nature wasn't meant to exist in the form of the elements at all, so it is exceedingly uncommon. I just mentioned it as a possibility, but we'll almost definitely find a person.

It's not. It's like, imagine that Existence was someone's project, right? Like programming something. The elements- the ones we call Hidden anyway, would be a part of that project that ended up cut, but their existence can still be found in the records. They have functionality if you know how to access them, but due to their unfinished nature, a lot of what makes them tick isn't immediately obvious, and very much not accessible... That make sense?
