I've never been anywhere else in Cepis. I do know that Sun City is mostly Sun Scribes, so maybe the architecture is a result of their work and isn't as prevalent in other cities. Or maybe they design all the major cities in the world.

It is, but the Yellow Magic doesn't get rid of all problems, and even some of those it can deal with we don't use it for, like emotional and personality problems and such. Disorders and problems that hinder thinking, like memory problems, we tend to fix.
