If they ever come out with that in the show, then you'd better believe they'll make that the new OP card. But for right now, as far as cards go, SS4 Vegeta and Goku are actually the best. Even better than the SSGSS cards.

They just stop printing them. Difference is, with Dokkan, all copies are electronic, so they don't need to spend money to keep reprinting old cards.

Just cards that are banworthy. Ones that are so good that they ruin the game for others. Like Yu-Gi-Oh's Pot of Greed or MTG's Black Lotus.
