Appearance
Wisp has messy curly black hair, snow white skin, and emerald green eyes. He has lean frame, standing at 6'0 and having some muscle tone. But what is unsettling about his appearance is that most of the time he is slightly transparent, being able to barely see the other side of him like in a fog. He also always wears the same outfit, a black hooded trench coat, black military fatigues, combat boots, a pair of black gloves, and a set of green goggles. He also commonly gives off a dark mist that originates from his feet.

History
Wisp's beginning is more of a end. The first thing he can remember is a sharp crushing pain, being surrounded by utter darkness, and a freezing cold consuming him. The next is waking up to a blinding light, which turned out to be the lights of a cell belonging to the Department of Extranormal Operation. The D.E.O was a secret government group tasked with researching beings with supernatural abilities, this included the recent ghost Wisp. He spent a year as a D.E.O test subject before he managed to escape. He wandered for a few months, still not entirely sure what he was, before he met Deadman, a fellow ghost and superhero. Deadman offered to guide the deceased teen, which Wisp gladly accepted. Wisp then spent the next year with Deadman, learning how to use his powers and helping the hero, before Deadman decided to place him with a team of young heroes.

Personality
Despite his circumstances Wisp is rather up beat and carefree. He loves everything a normal teenager would, going to the movies, playing video games. listening to music, you can say he is a "free spirit". Though he is secretly a little jealous of the others as they are able to live real lives, being able to go to school, date, grow up, but he keeps these feelings to himself as he doesn't want others to feel bad for him.

Superboy was made by them, but Amanda has no connections to Cadmus in Young Justice

Except she obviously isn't, since The Light controls Cadmus, and The Light also controlled Hugo Strange, who over threw Amanda as Warden, and Cadmus is shut down shortly after that by The Light

And, Cadmus doesn't take Test Subjects, they make them, by cloning them, then deleting the Source Material
