Based on real info, but not solely. We had to run around cleaning up last time we meddled with the weather. Nah. Joking.

It is well-known that weather is not merely local. Mess it up one place and you might trigger climate change. But you might also not do it. It depends a lot on where you mess it up and how. Disrupt one of the major ocean currents and you're sure to get climate change somewhere. We've not studied it sufficiently to say whether a single thunderstorm is enough, but there are enormous forces at play in one, so it is possible. But again it depends on the where.

How much of a lesser change might occur if you didn't just create a storm, you just manipulated what was already around you into the area/region's type of storm? Like going to the Easter section of 'Murica, and then using the conditions that are already there to form a tornado?

We can't say for sure. We don't know enough about that science. We're not going to say anything we do not have sufficient facts to support. It might make a mess or it might not. You need someone with more knowledge of meteorological sciences and mechanics to answer this.

Actually making a storm wouldn't cause that big a shift, if you did it correctly. The big thing that "weather manipulators" have to worry about is that, most of the time, when you "craete" a storm in one place, what you're really doing is moving moisture from the surrounding areas into one spot, which means it doesn't rain in those places, which domino effects outwards. Likewise if you keep an area storm free, what you're really doing is shunting that moisture elsewhere, creating floods and more domino effect. If your power used what was already in the area, the impact would be minimal.
