The only one that can give Isaac orders or commands is Vlad. So it stands to reason that Aniela would only have to listen to those two unless told otherwise.

She would be able to move freely, but she would be doing things like keeping an eye on Danni and Delilah, or whatever Isaac would tell her to do. Best bet for actually going out of the castle, and torturing humans, would be to work under Ivan.

Of course he is, so is Vlad, but he hides it well.

EDIT: Besides, I made it clear in the intro for Isaac that he does many things for Vlad, not just act as a butler or watch over Delilah.
