Women are still people just like everyone else. Having another girl tell you what the girl you asked is thinking is just as plausible to work as hoping one guy knew what another guy was thinking simply because they're both male. Just ask her honestly why she's interested in you now but turned you down in the past. That's where you're most likely to get the most honest answer/result.
As for LDR, in all honesty it's like any other relationship. It just has extra baggage to it.
To explain myself more clear, all relationships essentially function as a balance/scale of pro's and cons. For a lot of relationships it may look something like this...
Pro's: We communicate well, we cuddle often, good sex, we both care for one another, we share common interests etc.
Con's: We sometimes argue about where to go out, we sometimes disagree about topics such as religion, he/she isn't always the most aware of how I feel, he/she is so busy with school that I can barely see them etc.
And it comes down to if the Pro's outweigh the Con's. If it does the relationship will probably last, if not it will probably end.
LDR just comes with the added con's of distance, seeing each other often etc. If there's still enough Pro's in there so it worth it for both parties then go ahead and do it. Just note it's more demanding/taxing than a typical relationship.
