Edit: I looked over the ability in question, and I think that, in my opinion at least, the ability shouldn´t generate liquid on it´s own as a passive, but should be able to generate more liquid than mentioned if focused. Like, 50 litres per turn, with the added notion that it wouldn´t get interrupted entirely by an interrupt (unless the interrupt takes place before the generation even begins), but would simply generate a lot less liquid.
For example: You make your post, and say that you´re gonna start generating 50 litres of liquid. Some guy interrupts you when he notices you doing that, and you only end up getting about 12 to 25 litres.
In terms of charging, this is definitely not a charge, as it is more of a "I´m gonna stand here and gather materials" kind of a thing. I would personally disallow generating liquid and charging something at the same time, as charging should be an action that makes you unable to do other complex actions (IE; you could unholster your sword, or make a speed-dial phone call, but an attack or usage of a magical ability would definitely be too much. Basically, stand still and look dumb while essentially screaming "I am powering up!!")
An alternate solution to the liquid generation ability, could be that it is -always- generating 25 litres of liquid per turn, UNLESS you are charging. I personally find this the simples solution, and gives the character a very "Give me time to generate enough liquid, and you have a very hard fight ahead of you" kind of feel, while still giving you the tactical option of "Should I halt my liquid generation for a turn to charge an ability?". Which I feel is a nice quirk.
It is ultimately LeeRoy, or the temporary character judge Schradinger´s decision which of those are most acceptable, however.
