O_O Olaf dosen't even know toby and i can't see any reason in game that he will visit him, sure olaf is a power hungry, cunning and can wait quite a long time man. And what best then to just be as bold as he can and send one of his jarls our to deliver that messege with the proposal, knowing that hte other jarls would either be against it or just calling it a foolish political move.
