It is a odd name, but it's from her fathers side of the family.

And hey I have family in Texas, South Carolina, Arizona, Georgia. And my Japanese family lived in Texas as well and they had Japanese names.

Not if the family didn't want it too. But her name would be of course First name then Last Name. I've had Japanese, French, German named family in Texas so yeah xD
