1. 30 minutes after a death Empathy can't sense squat.
2. Wulfric's maximum range, when he is completely rested and actively concentrating, is 50 metres. It can easily drop to as low as 1 metre with exhaustion, underfeeding, use of powers or just plain old not paying attention.

He's really not that powerful as far as tracking is concerned.
