I kinda agree with wave. Character interaction is paramount but right now there is little to motivate it. Teamwork and cooperation has to be forced somehow. As someone who's has games kinda stall like this I haven't really found a solution. But maybe we could have a set up that requires team work. Instead of a hub and going on missions (which was the model for my previous game) maybe we could construct a story around one all encompassing scenario that requires teamwork to survive with occasional breaks for downtime. Maybe the Outsiders go on a dangerous suicide mission in hostile territory. Have the story be about how it all goes pear shaped and how simply surviving is a massive challenge.
