Yes, both of the last two posts featured them going downstairs and trying to interact with Roxy.

Nope, it says specifically that Lucas is speaking to Roxy, and it says specifically that Acht was responding to Lucas's attempts to form an alliance first "upon finally reaching the bottom of the stairs."
