"Bad" is a but illusove. If you mean corrupt, oligarhic and abusive of human rights then yes. However I think you might be suprised how many dictatorships build a strong military and a robust economy sometimes even turing a third-world country in a first world country, which I think we would all agree is a good thing.
(The economy part that is)
