In my opinion, it should. You may be able to cast them faster, and stronger, but it shouldn't negate the need for prepping/charging, just because you specialize in it. But that's my take on it, and how I interpret T1, and how I play it. Obviously, at some point, it'll need to be centralized when two people with opposing views on it come to battle, but that's with everything.
So you should have to prep shooting your pistol, or firing your bow, or swinging your sword?
You can't limit someone's primary attack just because it's magic.
