I grew up watching the mad max films, reading and watching post apocalyptic books and movies, playing the fall out series and wasteland. I thought I'd try and get a Post apocalyptic NRP with some restrictions.
Intro
“The world began to spin apart. Mighty war tribes fought and destroyed each other with big flashes of light. The peoples were driven out of the tower cities and into the barren waste, where we call home. The peoples in the tower cities that stayed, fought against their old war tribes, the bodies were piled so high in the city roads that they were almost as high as one of the great glass towers. Now all that remain in the tower cities are ghosts of the dead, forever roaming the roads looking for peace.
Back then a person had everything they could want, unlimited gasoline, food, water, or whatever the heart desired. There are stories of peoples swimming in pools of water that they filled from their own water spout. Stories of great stores of food, and places you could fill up your car with the precious road juice any time you wanted. Cards that gave you access to everything.
But those days, those stories are long gone. The peoples that remain live in the wasteland in tribes fighting for day to day survival. If we’re lucky we find a meal for the day or even the week. We drink tainted water, we scavenge what little gasoline we can find, the precious oils from wrecks and we continuously fight for our lives.” - partial Lore Of Apocalyptica
Apocalyptica is the world after the Apocalypse, the nations fought each other and destroyed each other. Now all that's left is the ruin. The few people who remain have either become wanderers, nomads, or joined one of the great tribes.

Has moderate food, and moderate population.
Lacking Gasoline, Ammo for guns, Vehicles, and Raw material
Tribe #2 Rich in Gasoline
Has moderate vehicles, and raw material
Lacking in Ammo for guns, Clean Water, Food, Population
Tribe #3 Rich in Ammo
Moderate Vehicles, and Food

Nomad tribes have lacking in all resource categories, but have access to horses and can scavenge better than tribes. They can also by pass the 1/5 population military and use half their population as military.

Update
Populations, Great tribes have a max of 15,000.
Small Tribes have a max of 7,500
Nomads have a max of 4,000
Okay so I had an idea with the resources. I put a limit to them the Lacking, Moderate, and Rich
If you think its a bad idea let me know.
Rich is going to be seen as unlimited turns, if you have a rich resource you'll have it forever so thats your key stone for great tribes and such.
Rich = unlimited
Moderate = 10 posts
Lacking = 5 posts
These are your posts not all of IC
Here is how resources will go
(population can only be changed from either capturing territory, or killing other people, or losing men in war, conquest.)
Food and Water
You drop Food, or water from moderate your population drops by a 1/4
lacking to none will drop your population by 1/2.
Ammo,Gasoline, and raw material
You drop from moderate to lacking your military drops by 1/8(round down)
you drop from lacking to none your military drops 2/3
Vehicles
These aren't required for military use but help greatly. They also help scavenging.
If Gasoline or Raw Material drop from moderate to lacking, then scavenge time doubles,
If it drops from lacking to none then all vehicles drop to none also. And scavenge time doubles again.
Scavenging
You can only scavenge every Third post. And you can only choose one resource to find. This will keep a moderate resource at moderate. but can increase a lacking to moderate if you scavenge it three times in a row.
