Actually, shouldn't Vestec and Gardakai be #1 on the hit list? Ialu has killed a couple dragons. Vestec killed a couple, terrorized that one really powerful one, then corrupted more dragons and came them to his people to use as weapons.

It's still the lowest level hero right now, BUT I think being a darn dragon may make up for it.
