Since my character is an information-gatherer-seller type, I do ponder if there is a good character to interact with.

Maybe an after-scene of a saucy session, or something simple like a 'hey I heard you're good at intel could you help me fish for some info' of such.

Scratch that. Or rather, don't because that's still pretty seekrit black markitty. This is Japan. Legal age is lower, unless I missed some news where they raised it to 18. 12 and below is the real illegal age.

Plus they can fake IDs if the odds you mentioned are not in their favour. Now that I think of it, let's see how to roll and roll at this.

Well, they can choose to go by another way, such as pointing a gun at your face and saying 'TELL ME RIGHT NOW GIVE ME THE INFORMATION' but that's too direct.

The Japanese Penal Code sets a minimal age of consent of 13. However, all prefectures and districts have (largely similar) "obscenity ordinances" (淫行条例) that forbid "fornication" (淫行) with anyone under 18 years of age, but exempt sex in the context of a sincere romantic relationship (typically determined by parental approval).

I just had to check Wikipedia for that. If you want to justify the depiction of people under the age of consent having sex, that's fine, but remember that there are laws against that in most civilized countries.
