If by captured, you mean registered, then no.

Let me rephrase, if you have a villain who for obvious reasons did not want to register, barring being captured and thus forced to be registered, said person would not end up with a chip I would assume.

Not necessarily. Most metas are registered by NEST when their powers manifest.

As far as I know, they just contain information on the meta's power and identity. That way if NEST tracks someone down and can't identify them, they can scan the chip and get all of their information. It doesn't have a GPS tracker or anything of the sort in it.

My problem with letting random people have villains is that they tend to try to take over the plot, and I have no idea how they operate.
