I believe at level 5 when I designed this power, he can rewrite events he sees, not just limited to being physically near him, but also ones he sees over live feeds, so he can change how events transpire by watching a live feed on TV at level 5.
I guess I do have some complaint. The strength of his power actually increases with how selfish of a person he becomes, because that's how his "Personal Reality" works. It oppresses and imposes itself on others.
Oh and, a reasonable limit on it is that he can't rewrite it into something more powerful. So say a beam comes his way, he can't rewrite it into a stronger beam back at the attacker. He can only use what he has. For instance he can survive a fall from a long way by rewriting all the impact and damage to go into the ground, rendering him unharmed despite falling a fatal height, although the ground itself will probably have a fair bit of damage.
