Characters that can perceive that much about a character after only meeting them once are rare, and toe the line between a talent and meta-gaming. That also means you don't have much of a fun/interesting fight if the power difference is too high. What good is trying to avoid or block a hit if you lack the ability to accomplish it after all. Unless you can act, after predicting the enemies' attack pattern, a ahead of time before and in that case you're already found out because they are able to adjust before you and at a higher rate. I just usually state the max my PC lifts or can put into an attack, whether he does is another matter. At least it's what I'm doing with Jacer. Namely because why waste all that energy putting a 100% power/speed/ect. in every attack when you can gradually build up to it when needed and save energy in the long run to last longer? At least that's my line of thinking.
