The Sovereign Nation of Noravea

-Crimson Gray: A despot and a bright one for staying in power for as long as he did. He has survived more assassination attempt than any other man and probably sponsored more than any others as well, he is a competent general and charismatic statesman that is reputed to be impossible to phase out. Where any other man would fall under the pressure, he remains cold and focused.

-Florence GrayWhere Crimson is seen as brutal and savage, his wife is seen as decadent and uncaring. Even now she organizes state dinners for the powerful people of the regime and is seen as the symbol of the misuse of resources in the country with her crass use of money to buy luxuries.

-General Janus: The governor of Aiona and now of Pomorum. He controls most of the black market industry of the region insuring that the illegal trade that fuels the rebellions actually profit the regime (or rather, profit him.). With Gray putting his focus on international affairs he is left with more leeway to destroy the rebellion nests a thing he does with gruesome efficiency, using fear and terror to keep the population down.

-General Manik: Military governor of Vesperia and commander of the ranger's Academy of Oakdale, he is a specialist of counter insurgency and counter terrorism operations, however at the moment his entire attention is focused on the fortification of the Northlander and Cartanian borders. He's a military man who doesn't want the population in his way because he doesn't know how to deal with them. As such, his rule is generally an uncaring one followed by heavy crackdown when trouble is stirred.

-Governor Dick Gray: The brother of Crimson Gray and the governor of Vandalia. He is known to use the tax money for his own end but otherwise maintains the peace and isn't one to be arbitrary with justice. Still, his older brother's reputation get to him.

-Victor Malkovic: Head of the Secret Police, a vicious organization conducting sting operations to capture rebels and torture them out of information to bring down the more dangerous factions, he administrates the Foxcaster prison from Concordia.

-General Vladiclaw: Currently preparing the defense on the Wilhelmslandian front, he 'supervises' the governors of Eastwood, Southmarch and Taralba. What he prefers is to keep his soldiers under control and as such paints a 'Us vs them' portrait with the local population to keep the soldiers prepared and under control, portraying the Losnians as sub-human scum.

-Governor Belgrass: Governor of Kingsland, he is hated and vilified as since he came to power, none of his initiatives resulted in anything but huge wastes of time and resources. He tries to go and make public speeches to calm people down, but he generally gets stones thrown at him. Still, people from Concordia would remember him differently back when he was the appointed Mayor. He wasn't that bad, even good in fact at his job.

-Governor Sejic: Governor of Bretonia, one of the very rare female in a position of power. Some think she must be very special to Gray in some way to have this position although she has proven to be a decent governor, although that was probably because of all the funds thrown her way. Little is known about her otherwise.

-Governor Nuncio: The governor of Pleuria, this crook makes sure that the oil and the money keeps on flowing south, he is libertarian that believes that the free market should rule in everything, which insures that his wages allow only the most basic of living and even then, he tells his employees to watch out, because others would be willing to do their job for less any day. Likewise he takes great care to bust unions, first with strike breakers and then with the police if the unions get violent.

-Faction Goals:

Removal of current government from Noravea is their primary goal, however other goals will be developed via the storyline.

-Faction Composition:

Most of the member’s of the Legion are people that were affected by the civil war and other warlike acts of the regime, lead by Mr.Grey. Other members are mostly people that had enough of the regime and desire a positive change and see “change” in the eyes of the Legion as a positive one. The legion attracted a variety of work ethics and causes due to it’s diverse stance’s on a variety of issues, some good and some bad. The Legion is rumored to have employed brutal torture tactics on opposition members, people that they simply hate. Overall the small congregation of people involved in the Legion are considered “Old Insurgents”. People that know the process of insurgence for a long while but also know the delicate flow of power, like how water flows in a river, or honey is poured into a bowl. They have mastered the talents of hacking, guerilla warfare and open field warfare , smooth talking, garnering to a larger public and overall governing a country

-Methods of Operation:

The Legion fights to defend its asset’s at the moment. People defend the only city that they control, which would be Eastport. The unrest in the community due to the lack of jobs was considered the perfect trigger point for the Legion. People of Eastport are generally happy about the small group of insurgents, some flock to their ranks as men that plan to service the Legion, others help hem out by trying to bring their city, back to glory.

-Faction History:

The Legion began roughly in the 80s. The Monarchy's table of Novera was informed of a small splinter organization of specialized ex-Northwood Commando’s’ entering into Noravea. It was estimated by then, the numbers were only 5-10. An meager amount for a small organization. However in that time, the Legion began to creep it’s way into the halls of Power all around the world. All provinces around Noravea had a cell operating. Now the cell’s operated in a simple spy structure created by the commando’s using their old knowledge, but also taking tactics out of the other provinces around them. A cell often had 2-3 members leading them, and then internal connections not related to the cell, but as connects the Legion called them. So these cells operated and operated, to the extent of even reaching PEACEFOR. However once the news of trouble brewing in Noravea arrived to the homecell, most members but not all of them were recalled back. The legion watched on from there place in Eastport, which is merely an journalist office but with converted underground bunker space and area. With the news of an PEACEFOR funded invasion on the looming, the Legion began to assemble a plan to take over Eastport, and hopefully.. Eastmarch.

(The decision makers of your group. Take note that a lot of people will die and a satellite guided cruise missile can quickly decimate a leadership. Expect people to come and go from that list so if you have a 100% centralized leadership expect your orders to be followed to the letter, but with a certain vulnerability to decapitation strikes.)

COMMANDER OF THE PEOPLE - This position is PR, but also ensuring that the populace is kept well informed and ready for any plans that the Legion has. Not only does the CP (abbreviation for the position) deal with ensuring that the people are kept in the loop of what’s happening in there town, there in-charge of making sure no actions go against the Legion’s agenda..

COMMANDER OF WEALTH - The CR acts mainly as the economy, the bookkeeper for the Legion. They deal with the flow of money, where it is and how’s it going. With the capture of Eastport, the influx of specialists in needing work has led to the Commander being busy in designing new structures out of old one’s to make radar technology and other basic tech to turn Eastport into a Military base under the noses of Mr.Grey.

COMMANDER OF THE EYE - The CE, or simply formally known as the spymaster represents the covert eye of the Legion. Managing operations, cells and information gathering all across the province. Citizens are often approached if the agents deem them worthy and send them to help the Legion with their Agenda, while receiving light training in the process.

COMMANDER OF SOCIETY - The CS, is the Commander that deals with city building, and day to day issues of running a city. School needs renovations, send some people to work on it. Farmer is angry at a land dispute? Send a meditator to fix the issue. Overall, the CS ensures society runs the way it should, even with the war.

COMMANDER OF DEFENSE - “Saving the best for last”. The formal head of the Legion.. the CD (Ok, I know it sounds like CD but bare with me). The CD is in-charge of two major things. 1. All military action taken by the Legion

Now the CD does both with ease, he has LT’s that often act as the co-judges on cases or help him on the battlefield. The Commander of Defense also oversee production on military installations and units for the Legion’s cause.

The Company led by Captain Monroe, consists of 80 regulars which is split into 4 Platoons of 20 men, each led by a lieutenant, which splits into several squads within said platoon.
The company is primarily made up of those hailing from Bretonia, with a few exceptions. However all call Noravea their home country, whether they like it or not. Religions may vary within the group.

-Methods of Operation:
Centralized leadership of the highest ranking members within the company, should the current leadership be killed, the next highest ranking member would gain leadership. Orders are to be decided on site based on the situation and tactical advantage/disadvantage, and to be followed to the letter unless command is compromised.

-Faction History:
Formed and recruited in Bretonia, a source of much proudness for those of the 12th Company, their origins being heralded as 'The future of Noravea'. These regulars were once stationed within their home region, acting as a fast and mechanized response to any hostilities presented by the border with Cartania which subsequently gave birth to the company nickname "Dragoons". However, since the rising unrest of the population, the company has since been dispatched to the remoteness of Sylvania, the so called hotbed of rebellion. During the rising revolution and the following 'Four weeks of Crimson', the Company displayed an unfavorable show of mercy, reporting a noticeable lack of engagements with the rioters and a lack of the bloody handed techniques used by other forces of the Noravean military in it's attempt to quell the rebellion. This fully came to light, when Captain Monroe refused to participate further during the four weeks, signing his last report with his resignation and subsequent going rogue with those that would join him. Surprisingly, or perhaps unsurprisingly the majority of Monroe's company joined him, for years they had fought, side by side and this would be like no other engagement. The company has since gone dark within the surrounding woodlands of Sylvania.

Note: The World International, a global anarcho-syndicalist (and former communist, before a violent schism) organization is controlled by Wernher and is acting as my factions patron.

FACTION SUMMARY:

FACTION TYPE: Terrorists/Revolutionary Cell (Formerly Insurgents: Not actually terrorists, more of a former insurgent militia transforming into a highly organized revolutionary cell due to foreign leadership)

FACTION BASE OF OPERATIONS: Pomorum. The faction used to work around Keldmoor, setting up their ambushes and raids on Grey's forces as they move around near Varisso. The group then moved into the city itself and took part in the Battle for Varisso before its crippling. The Faction, now under the leader of "The Voice" and other foreign controllers have since moved the faction to the outskirts of Harleigh in northern Pomorum.

FACTION COMPOSITION:
-The 17th February Revolutionaries: Comprised mostly of disgruntled and rebellious civilians of Noravea, many of whom were industrial workers and students from around Pomorum and Concordia. They are referred to as the "Locals" by the new foreign leadership. They were formerly a militia-like insurgent faction with revolutionary aspirations. They are desperate and willing to work under these new "Professional revolutionaries". Most of the members are left leaning politically and all of them are populists. Despite their radicalization, they still think themselves as idealists and believe they are legitimately fighting for the people, so they tend to avoid excessive war crimes compared to their more extreme rival factions.

-The International Revolutionaries: Comprised of "Professional Revolutionaries" these are international fighters and instigators that have spent their entire lives fighting wars for their ideological cause. They represent the World International, a vast formerly communist apparatus of ideologues and revolutionaries. They move from state to state and attempt to assist or take over local movements and encourage them towards fighting the perpetual world revolution as envisioned by Carl "Snowballs Chance" Leonard. Following Leonard, a PCA professor and wartime hero ousted by his own former revolutionary comrades in the PCA, the international revolutionaries have since became bitter and hostile to communist movements, and have since been transformed into anarcho-socialist/syndicalist internationalists, this political schism resulting in numerous bloody conflicts between fellow left-wing rebels.

-Around 46 remaining locals and 7 foreign 'advisers'. The number of actual foreigners not currently in the nation and/or working supporting roles may be significantly larger due to the nature of power difference between the local and foreign groups.

METHODS OF OPERATION:
-Previously low-intensity and highly decentralized ambushes and guerrilla warfare in the rural outskirts, moved into high-intensity but still decentralized urban battles before being severely crippled as an organization. After its recent reformation, the faction has completely altered itself into an ultra-secretive, ultra-centralized cell that is currently laying low while its new hyper-competent but controlling leadership both takes control of the few remaining locals and begins recruiting and rebuilding the ranks into a proper disciplined organization.

FACTION HISTORY:

Originally a hodge-podge group of insurgents made out of mostly unemployed industrial workers and radicalized students following the collapse of Noravea's economy and starvation from sanctions, The 17th February Movement mostly worked through indirect guerrilla warfare in the outskirts of Keldmoor, relying on ambushes and raids on military checkpoints to both continue attacks and gain further military-grade supplies from looting. Relatively popular with the civilians and people of the local area due to their relatively soft methods and tendency to avoid collateral damage along with "Robin Hood" antics including stealing and distributing food, they eventually moved to towns and finally Varisso to fight in urban battles, where they found that their previous tactics were far less effective. Taking serious casualties from intense and sustained battle with both government forces and rival revolutionary groups, the 17th February Movement were in need of radical change or they would soon by wiped out for good.

That change came with the sudden and unexpected arrival of "The Voice". Identity unknown to the locals who only through agents and other forms of indirect communication from "The Voice" know of its existence, a great change had come for the movement. Originally arriving as a supposed foreign backer working through an arms dealer the faction got its supplies from, The Voice quickly begun handing the group intelligence, contacts, funding and eventually tactical advise. The Voices contributions were steadily becoming more and more vital to the movements survival until it eventually took over with The Voice's assumption of control during the factions daring escape from the city, enabling them to flee northward.

"The Voice", unknown to the local insurgents is Lev Clausstein, also known as the Black Phoenix in other parts of the world. Under the Black Phoenix alias, Clausstein has become one of the worlds most (in)famous professional revolutionary masterminds and international instigators, an agent of the World International and its campaign of permanent world revolution. The only student of the revolutionary wartime hero, former-communist theorist and exiled PCA professor of Social-sciences Carl "Snowballs Chance" Leonard, Clausstein is a fanatical political visionary hellbent on fulfilling the failed dreams of his mentor and has spent his entire life waiting for a chance to turn around the World Internationals decline following the betrayal of the PCA politburo and in doing so replace the communist movement with the anarcho-syndicalist movement in the campaign to defeat capitalist oppression.

Clausstein while possessing no actual armies or land holds considerable power through his connections to the World International. While the World International is assumed to be a toothless organization comprised of naive idealists, in reality it is a much more savvy organization than it lets on, exploiting its harmless appearance to expand anonymously. That anonymous expansion continues now in Noravea where Clausstein, the Internationals agent finally entered the hellhole mess that is Noravea to see if he can turn around Noravea's collapse into a revolutionary success story. He selected the decimated 17th February Revolutionary Movement faction due its relative political neutrality to already established platforms, its general populist message and its desperation following its crippling. Transforming this battered insurgent group into an elite revolutionary cell was the kind of thing Clausstein excelled in and did regularly, so this was far easier for him than most men.

Though small and relatively insignificant to the far larger game currently being played, Clausstein is convinced he has established his first foothold and now must begin to process of creating a true revolutionary army. Clausstein aims to eventually form a revolutionary anarcho-syndicalist commune in northern Pomorum before returning, in force, to the city of Varisso. He is not a fool however, and knows very well about the current situation with the imminent Allied invasion and has since incorporated it into his plans.

Faction Name: In common parlance, they are known as the Kingsmen. Their opponents and deriders refer to them as 'The Pretenders', however, in reference to their leader's position as pretender to the throne. Formally, though, in internal correspondence and in relations with other factions and states, they assume themselves the lawful continuation of the former Noravean kingdom, and therefore call themselves simply the Kingdom of Noravea.

Main Base of Operation: The Kingdom's temporary acting capital is Unterburg, in south-western Avalonia. The Kingsmen also maintain a presence in all other areas of Noravea in proximity to the Laurentian border, including covert sabotage activities in heavily defended Rothland. Their activities take on a more visible tone in the areas of Westland west of the defensive line constructed along the river, a region which Crimon Grey has largely abandoned for strategic reasons, allowing for open display of the kingdom's colours and uniformed royal patrols in the smaller settlements.

Faction Composition: The Kingsmen are supported by and therefore primarily composed of the more conservative members of Noravea's dominant ethnic and religious demographic—professedly Monotheist full-blooded Noravens. Although they are not opposed to the presence of ethnic minority communities in Noravea, and in fact encourage pro-Noravean nationalist sentiment in such communities, the Kingsmen strongly reject secessionist movements and look down on religious minorities.

Though distrustful of unfamiliar faiths, the Kingsmen are not religious extremists. Religion, to the Kingsmen, is a tool to reinforce national identity, and to that end King Amrend's followers are as much an enemy of extremist Monotheists in Noravea as they are non-Monotheists.

Initial Assets: Since the interregnum began some fifty-four years ago, the Noravean royal family has been housed and protected by the grace of Laurentia. Now that Crimson Grey's authority is waning, and the possibility of the interregnum's end is in sight, Laurentia sees the opportunity to place a friendly strongman in power in Concordia. For that reason, the Kingsmen receive all manner of assistance from the Laurentians, spare formal recognition. Foremost among these resources are modern firearms and ammunition, rendered untraceable to avoid causing Laurentia diplomatic headaches.

Another asset of note for the Kingsmen is the strong degree of support for the monarchy throughout much of Noravea. The country has known only two forms of government in all of modern history—the kingdom and the military dictatorship—and many of the descendants of those who lived under King Amrend II look upon him and his reign fondly, making them easily seduced by dreams of a royal restoration. This popularity is lessened in areas of Noravea with significant minority communities, as well as within more xenophobic communities, whose inhabitants who might resent the Kingsmen's strong association with Laurentia.

Methods of Operation: The Kingsmen is composed of two separate but coordinating parts. First is the Royal Guard, who make up sort of the inner circle of the organization. They are long-time members of the Kingsmen who have proved themselves as capable soldiers and loyal servants of King Amrend III. They are under the direct and immediate authority of the organization's leadership, and do not act without orders. The Royal Guard number about fifty men, all of whom are fully trained and outfitted in the best skills and equipment Laurentia can provide. The Royal Guard style themselves as the formal military force of the Kingdom of Noravea, but realism forbids them from engaging with Crimson Grey's forces in conventional settings, forcing them to resort to the tried and true guerilla activities: strategic sabotage activities, assassinations, etc.

Beneath the Royal Guard are the Crown militias, groups of recruited civilians with monarchist leanings. They are armed, but lack any sort of formal training and typically have little to no real combat experience. The Crown militias are divided by province (some major cities have their own militia as well), and under normal circumstances do not interact with the Crown militias of other provinces, communicating only with members of the Royal Guard. This policy is meant to prevent the infiltration of one militia from affecting the Crown militias of neighbouring provinces. When not conducting assignments given to them by the Royal Guard, the Crown militias act primarily as citizen's defence forces, resisting against atrocities carried out by Crimson Grey or his governors. When the Crown militias are given assignments, they usually involve either turning the people towards the monarchist cause, such as through propaganda campaigns, or providing distractions for Royal Guard activities, such as by inciting riots or conducting hit-and-run operations. The Crown militias number a few hundred men, but their numbers constantly change as new recruits are brought in and old ones are caught, killed, or abandon the cause. Those members of the Crown militia who serve long enough and capably enough are recommend by their local militia commander to the Royal Guard, at which point they are pulled from their province of residence and brought in for formal training.

Faction History: The Kingsmen have theoretically existed for going on over fifty years, having been originally made up of exiled and/or escaped high rankings members of the Kingdom of Noravea's military following Amrend II's assassination. For many decades after Crimson Grey's ascension to power, the Kingsmen did not operate in Noravea at all, instead acting as the personal bodyguard of the King (who resided in Laurentia). Only after the Four Weeks of Crimson, when the Kingsmen were composed mainly of deserters and the descendants of the original exiles, did King Amrend III order their return to Noravea. Purchasing numerous properties within Unterburg for his men's use (under a false name), Amrend III procured weapons and equipment for his soldiers to fight with and assisted his lieutenants in organizing the structure of the Crown militias. From there, the organization took off, quickly gathering support from sympathetic Noravean patriots wishing to restore their country's former glory.

Faction Leadership

King Amrend III, King of Noravea. A tall, charismatic, blonde-haired prince charming whose pretty face is known to the whole of Noravea and most of the rest of the world. The King is the theoretical leader of the Kingsmen, although his extremely high profile makes it unsafe for him to actually reside within Noravea himself. For now, he remains in Laurentia, the state which has given his family asylum since Crimson Grey first took power—by assassinating his grand uncle, King Amrend II, from whom he took his regal name—nearly fifty years ago. Due to the necessity of his asylum, as well as his lack of military expertise, King Amrend relegates the entirety of his authority as head of the organization to his chief man on the ground, Gale Brown.

General Gale Brown, Chief of Defence Staff of the Kingdom of Noravea. A grizzled old man with a temper as short as his hair is white. The latest in a long military line which served the King of Noravea until Crimson Grey's coup. After the coup, Gale Brown's father, who had served a senior position in King Amrend II's military, remained loyal to the deceased monarch's family and joined the heir to the throne in exile in Laurentia. His son, by a local Laurentian woman, would grow up to command the Royal Guard in their campaign to restore the crown and free Noravea from Crimson Grey. As Chief of Defence Staff, Gale Brown is the most senior military official within the Kingdom of Noravea (below only the King himself). He is in charge of coordinating the activities of the Royal Guard and the Crown militias, and his lieutenants are reported to directly by the commander of each Crown militia. He is also the immediate superior of the Chief of the Royal Guard. Unlike the King, General Gale maintains a physical presence in Noravea, in the Kingsmen Headquarters somewhere within Unterberg.

Lieutenant-General Anastasia Sas, Commander of the Royal Guard. A tall, lithe lady, with a shaved head and a permanent scowl. Sas (no one ever calls her Anastasia) is a woman whose personal animosity towards Crimson Grey is matched only by her professional animosity towards Crimson Grey. She lives and breathes to fight the regime and restore Noravea's legitimate government, the monarchy, to power in Concordia. Sas has no friends or personal relationships of any kind, spare with her son, a member of Avalonia's Crown militia whom she has little contact with out of necessity. As a commander, Sas is infamous among her men for being stern and unforgiving; she tolerates no disobedience within the Royal Guard, and major infractions are typically punishable by a bullet to the head, for the sake of simplicity. Her strictness, though the cause of some grumbling among the Royal Guard, can also be attributed to much of its successes. Sas' determination is unending, and she has led the Royal Guard to dozens of successful operations since her installation as Commander following the Kingsmen's re-entry into Noravea.

The Cabal

-Faction Name: The Cabal of Servants

-Faction Type: Terrorists

-Faction Main Base of Operation: A majority of the Cabal is camped around the Pomorum countryside, with a camarilla inside Varisso.

-Faction Goals: The Servants aspire to reinstate some of the old nobility of Noravea while also making new nobles who will run the country, although they do not support the monarchy.

-Faction Composition:
Members of the Cabal of Servants are not uniform in many ways, composed of both Noraveans and foreigners, people of faith and atheists/agnostics, rich and poor. A truly diverse group, the Cabal is limited, however, to a relatively small circle of people, mostly descendants of the original members, known as the First Servants. Each member is screened before joining and kept under surveillance for a short period to ensure loyalty.

-Initial Assets:
-Several vehicle-mounted heavy mortars and anti-tank guns of a high caliber.
-Approximately 96 members
-A sizeable cache of high-grade IEDs and stolen/salvaged artillery/mortar shells

-Methods of Operation:
The Cabal's operational command structure is partly centralized, emphasizing small-scale initiative in case of rising opportunities, although each camarilla, a grouping of sixteen people, is expected to report to the central command structure frequently, especially in cases of important developments. Overarching plans are devised by the Council, the name given to the camarilla guiding the Cabal. Plans are deliberated upon each day given the information acquired previously, as well as predictions of possible actions. No one man leads the Cabal, making all on the council of equal status, ensuring that if even one man or woman escapes, the command structure will persist. However, members of the council specialize in a specific section of management, although most also have some training in another area so that casualties may be accounted for. One inherent problem with such a system is that if there is too much disagreement, orders may be delayed, though this is mitigated by the independent initiative afforded the different camarillas.

Once the Cabal has grown in size, further divisions of command will take place. Central to the organization will be the council, maintaining overall control of the organization. Camarillas will be grouped into camps, consisting of up to ten dozen camarillas. Camps will fall under the leadership of a sept control group, a sept consisting of all camps within a certain area of Noverae's regions. Finally, the largest organizational unit would be a detachment, a region-sized group led by a command unit responding directly to the Council of Servants of the Cabal. Disconnection between camarillas is maintained across all stages of action to ensure that the fall of one camarilla, camp, or sept will not compromise other groups loyal to the Cabal. However, this makes the loss of a higher-level command group a heavy blow against the Servants.

No attacks have been carried out against government forces as to this point, most personnel either preparing traps and weapons for eventual conflicts or attempting to recruit others to the cause of the Cabal. Due to their desire to create maximum havoc, elaborate plans for the sabotage and destruction of large and/or important structures or systems within the country are under construction, to be conducted when the time appears best to create desirable panic levels. Due to the secretive nature of the Cabal, greater care is taken with recruitment at the moment, making it more difficult for the Cabal to select recruits because they fear a member might reveal their plans. The Cabal of Servants sustain themselves by foraging, receiving supplies from the few sympathizers that know of them, or stealing from civilians or government personnel.

-Faction History:
The Cabal of Servants traces its existence to the time of the Great War. Amid the chaos and death of the conflict, one man saw the potential for change in ashes after witnessing a stem growing pieces of rubble. By the end of the Great War, this man, whose name is unknown even to those who knew him at that time, had gathered several companions. Dubbing themselves the Servants of Noravea, it was decided between them that a radical change such as the one they envisioned could not take place within a short time frame. Splitting apart after their return to Noravea, the seven men and women kept contact with each other, developing plan after plan, biding their time until such a time presented itself that was conducive to their goals. Alas, all would die before such a time came, but a majority of their children carried on the name of the Servants. By the beginning of the second war with Wilhemsland, several other individuals not descended from the First Servants had joined with the cause.

The seventeen years between then and now would see a large amount of activity from the Servants, stockpiling goods and weapons as they could be acquired through legal means, only utilizing theft and smuggling when an item could not be acquired without either drawing suspicion or possible engagement with government forces. Approximately fourteen years ago, Higs Baron would be elected to the position of First Steward after declining to become First Councilor, the station that most would have been expected him to attain. Despite not working as Councilor, many still looked up to Baron, partly because he is a direct descendant of one of the First Servants, and also because his charismatic nature and knack for organizational planning and interpretation applied to many non-logistical situations. There are those who say that Baron secretly commands Jethro, although such whispers are very infrequent and hardly believed by a majority of the members. Even those that would believe such a claim hold no qualms against either man.

It was he who built the current organization of the Cabal, taking lessons from various other movements and groups in history when designing the camarilla structure. Although not implemented until about a year ago when the majority of the Cabal moved to Pomorum, most of the Servants were familiar with the members of their camarilla before the move. Each man and woman brings a unique experience and skill set to the Cabal, ensuring that many situations can be addressed, although the dispersal of units creates an obvious problem.

-Faction Leadership:
Higs Baron, First Steward of the Servants and overseer of the logistical side of the Cabal's operations. An ethnic Noravean, he is a direct descendant of the First Servants and believes firmly in his cause.

Solaj Ithran acts as the Second Steward and also has training in the aspects of public communication and propaganda. Although not an ethnic Noravean by birth, she has lived in the country for most of her life.

Dierks Matheson, First Marshall and the preeminent authority on military matters, Dierks plans most of the military actions with the Second Marshall and the Stewards to ensure the solidity of a plan and to requisition the appropriate supplies.

Parson Ithran, Solaj Ithran's brother, is Second Marshall of the Servants and has also received training in the area of logistics. More fanatical than his sister, he wishes to bring about the fall of the Noravean government as quickly as possible.

Feldrick Jethro, in addition to being a descendant of the First Servants and thrice-removed cousin of Higs Baron, serves as the First Councilor, coordinating all aspects of the Cabal. Although not a necessary position, it creates better conditions for operations.

-Faction Eyes:
Allison Krane- A member of the camarilla in Varisso, she is one of the more 'recent' adherents to the creed of the Cabal. Although slightly reluctant and wary of the overall plan, she assists in whatever is required of her nonetheless.

Verin Lath- Third generation Servant, Verin is one of the most fanatic of the Cabal's members, although she does not let this cloud her judgement when suppressing her fanaticism would be conducive to achieving the Cabal's goals. She works in the out-rider camarilla, specifically operating in Avalonia.

Tyrin Fels- Leading the "youngest" of the camarillas, Tyrin's unit commands a majority of the heavy mortars and anti-tank guns, a concentration of firepower that while substantial for a rebel group, is not enough to compete directly with the regime's military.

Karls Bentley- Sept commander of the Varisso sept, Bentley responds directly to the Council of Servants. Despite his high position, he and his command camarilla frequently move around near the operational areas of the other camarillas.

Sylvanian Ghosts

-Faction Main Base of Operation: Northern Sylvania

-Faction Goals:
"To protect and expand upon the lands upon in which we live, giving no quarter." - Captain Furus

-Faction Composition:
All of the members are from Sylvania , and thus have very little religious background or belief due to its rare occurrence in Sylvanian people, who are too hard working and proud to think of anything as ridiculous as a deity too much. The group is a mix of both race and gender.

88 Members in total. 76 Military trained. 4 woodsmen/lumberjacks. 8 civilian informants.
72 of the military personnel are in 9 squads of 8 (including lieutenants). Each Squad is equipped with a single long range radio and a medical kit. The remaining individuals are 3 engineers and Captain Furus.

-Initial Assets:
Every member owns a small hand gun, typically a 9mm Turken WB (80%) but some have the 212 Whaler.
Fighters (85%) have a mix of .75 KDA Assualt Rifles, Flatnose Harbur 5 Submachine Guns and SemiAutomatic DuroTek Scopers. (Many of these have additional attachments)
Any fighter in the field has a hand held radio, basic camouflage with attachable Ghilie extensions, combat armour (helmet included) and a 3rd Grade Combat Knife.

-Methods of Operation:
As 'Ghosts' suggests the group are no strangers to falling off grid, many of them are from the surrounding areas of Sylvania and know the woods better than outsiders, and they fell no regret in using this to their advantage. When it comes to ambushes and other covert operations, the Sylvanian Ghosts can compete with the best of them.

-Faction History:
After seeing the military merciless act upon Greys orders, this company of Sylvanian Men and Women broke away from their former leaders and found their way back to their homeland under Captain Furus' command, taking a handful of military vehicles and equipment along the way. Setting up outposts and a base of operations in the forests of their land, the group found that a few civilians and family members were eager to join and so they were recruited. The majority of said civilians were reinstalled into Guildly and Kirhall as informants and to assure others of their intent, but those that could help with construction and transportation (lumberjacks and woodsmen) have stayed on and worked closely with the rest.

Faction Name: Holy Kingdom of the Awliyan People (H.K.A.P)

Faction Main Base of Operation: Camp Weskerhill (Located in the Vandalia countryside)

Faction Goals: Unite the people of Noravea under a new banner , ethnically cleanse the area of Cartanians and Laurentians for it's rightful heirs, and complete the exodus to the holy land.

Faction Composition: Consists mostly of followers of Awliya, usually people who hail from Novorea and seek to have their religion be the uniting force of the country. There is some cultural diversity from county backgrounds amongst members, though they are all Novorean Awliyans except for a few foreigners who have given up their contemporay lives and managed to bypass PEACEFOR to join the holy war. There are also those who join the HKAP as conscripts, those who's home is occupied by the faction and want to press a claim for Laurentian and Cartanian property during the exodus. Conscripts might be followers of Awliya themselves but that is not always the case.

Initial Assets: Improvised and makeshift explosives created by the radical veterans of HKAP, when the cells were still divided and relied on acts of terror. A few foreigners from different corners of the planet who follow the ways of Awliya have heard of the plight in Noravea and have answered the call. Although the church officially denies a worldwide Alkum - Bhaar (Holy War), they have urged international followers to pray for and support the struggling pilgrims, which is enough for some very pious followers. The central five commanders, along with the faction leader, are professionally trained and armed with military grade weapons.

Methods of Operation: Orders come from the Awliyan Knights, which was previously a squad of profesionally trained and well equipped soldiers serving in the army of Crimson Grey. The Knights hold daily meetings and come up with missions for their troops to accomplish, taking tactical advice and hearing the final say of their leader, Aalamgeer Moghaddam. The orders are then passed down to the three officers, who each command a Bhaalkar (Immortal) squad. Immortal squads were previously teror cells, each consisting of seven to eight members who had no contact with each other aside from distant officer interaction. The Bhaalkar squads now work in unision, soldiers taking orders from their leading officers and going on missions to strike at government facilities, recover usable resources, weapons, or technology, and liberate areas of civilians who are willing to submit to HKAP rule in favor of a better government or even join the cause. Bhaalkar squads are armed with older equipment that was either purchased from blackmarket sources or stolen over the years from Crimson Grey's army. With the addition of more forces later, a third division of levied troops and conscripts will initially be placed under the control of an Immortal that distinguishes themselves. This third division will go under the label of Isthals (Legionaires), and will serve as the main army of the HKAP, occupying territory, commencing major assaults, defending fortifications, and being sent to the front line. Although the HKAP doesn't begin with much more besides the Knights and Immortals, a plan to draft civilians has already been formulated. Any man in territory occupied by the HKAP has a right to any property seized from the Laurentians and Cartanians and a plot of land in the holy land, thus urged to join the cause as a conscript. Ishtals would be armed with what ever weapons they could muster and the loot of Crimson Grey's armories would later be divided to Ishtals who proved their worth. Those who don't join the army are put under a tax unless they contribute to the greater good, such as providing a fraction of their crops. This is all in exchange for free education and medical care provided by followers of Awliya who also put up their services instead of joining the war or paying taxes and have instead worked out a deal with the HKAP. This method of operation serves the needs of the people and provides a levy and supplies to the military forces as well, creating a system of government that is a mix between theocratic feudalism and communism. Villages, towns, cities, and districts are all pretty autonomous and are expected to keep and enforce their own laws. Foreigners who join the cause are not considered Bhaalkars but are not Ishtals either (they have no claim on property and have no right to the holy land). They are instead in direct service of the Bhaalkars and are often given work as support for Ishtal operations, suicide bombings, or propaghanda efforts.

Faction History: The worship of Awliya has been practiced in the Novorean region for hundreds of years but the only true Awliyan organization was a conglamorate of doctors, teachers, and priests who dedicated themselves to spreading the word of their Goddess and serving the greater good of the realm. It wasn't until recently that this conglamorate had finally began to band together in a unified group. Although love for Crimson Grey was never particularly strong, most Awliyans wished to petition the dictator for permission or even complete support for the exodus. When Crimson Grey outlawed public works and worship by Awliyan followers, groups that once consisted of civilian followers such as teachers, craftsmen, scientists, and other community members became extremists and formed terror cells which participated in guerilla ambushes on government patrols, organized suicide bombings, and started protests in the first ever Alkum - Bhaar in the name of Awliya . With the collapse of the economy and the approaching destruction of the nation he once held faith in, Aalamgeer Moghaddam decided to give up his life to Awliya and join the Alkum - Bhaar, convincing his squad to abandon their post. Using personal connections, Aalamgeer sought out the terror cells and organized them into fighting forces before giving them basic training and providing them with equipment. The new group came to the conclusion that it was now their chance to restore the once proud Awliyan kingdom and soon complete the exodus. They formed the HKAP and are now striving to increase their numbers and conquer territory before finally pushing toward their goals.

Faction Leadership: Tskar Alamgeer and the five Knights of Awliya.

Faction Eyes
-Tskar (Hand of Awliya) Aalamgeer Moghaddam: Army deserter and self proclaimed Tskar of the Awliyan faith. Aalamgeer no longer joins in on any missions, realizing his importance to the cause. He only leaves Camp Weskerhill to survey conquered territory, deliver speeches to the civilian populace, station himself at a camp on the front to better command an important battle, or make contact with other faction leaders. Aalamgeer is behind most HKAP tactics, taking suggestions from the Knights but ultimately having the final say. Instead of drafting a constitution, he opts for the Awliyan holy scripture and his own say to be the law of the land.

-Paladin Kaing Ebbard, Awliyan Knight: Abandonded his post with Aalamgeer. He now offers suggestions to the newly crowned Tskar and helps maintain control of the faction. The Tskar typically dispatches Paladins such as Kaing to overseer operations that he doesn't have the time to look into. Kaing finds himself disagreeing with the Tskar often and considers himself to be a more competent leader, hoping to rise up in power given enough time.

-Officer Kalimdor Falki of the third Bhaalkar Squad: Previously the leader of a terror cell originating in Jaynestown. Joined Tskar Aalamgeer and kept his position of leadership but becoming much more professional and changing his title to that of an officer. Takes orders from the Knights and leads his squad in conjunction, usually hitting rival squads that belong to Grey's forces and destroying infrastructure.

-Bhaalkar Arwa Kolea of the second Bhaalkar Squad: Once a doctor who ran a clinic for the poor and downtrodden, Arwa and a few friends formed a terror cell to fight against the oppresive government in the name of religious freedom. After accepting the Tskar as their liege, the second squad was given proper training and meaningful tasks. They are now frequently performing public works, setting up defenses in conquered territory and supporting Ishtal troops when necessary.

-Ishtal Legate Joshua Abrahms: His grandfather was one of the first Noravean followers of Awliya, searching for answers amidst the horrors of the Great War that tore his family apart. The religion was passed on through his son and ending with Joshua, who became a member of one of the terror cells that fought for their Goddess in Noravea. After committing to several dangerous missions which involved assaults on police forces, Joshua was given charge of the Ishtals as Legate. He commands them from Weskerhill and joins the main force after orders have been issued. (Introduced later)

-Ishtal Opheous Rekki of Southport: Rekki was originally from Southport, son to a merchant and a stay at home mother. With the collapse of the economy, the stability of the nation was under duress. Rekki wanted a part in the coming change, he wanted to feel important, and most of all.. he heard of a faction which would provide him fame and riches for his service. (Introduced later)

-Nathan Howell from Northland: A Northlander who follows the way of Awliya. He slipped past the border and miraciously came into contact with the Awliyan kingdom, hoping to join the fray. Nathan was placed under the charge of the first Bhaalkar Squad with a few other foreigners and is eager to prove that he'd sacrifice his own life for the Goddess if it came down to that.

Awliyan religion: Awliya is the mother of mankind and the giver of light. She gave birth to both her chosen people and the same within the same day. Her children lived in land of Skavaria and they were happy there for a long time. However, some of Awliya's children were not satisfied and were curious to the outside world. The children banded together and rose against their creator, leaving the holy land of Skavaria in order to be free and explore the world that their mother had made. Awliya had warned them that the world was a dangerous place and she kept her children within the borders of Skavaria to protect them. Despite the fact that they had hurt her so much, she forgave them and created another territory for them to dwell, one that was rich with resources and would provide for them. This came at a price however. Awliya cursed her children to be divided in belief and pushed to fight one another. She claimed that the only way that the world would know peace is if her children came together and returned to the holy land of Skavaria along the exact path which they had left it.

Awliyan religious structure: There are people all over the world who believe in and worship the goddess Awliya, though they know that they are not the ethnic 'chosen' people, or they claim to have ancestors who were. The chosen people are the ethnic Noraveans, those residing in the kingdom made by their Goddess. The followers of Awliya look to a religious head for advice and other information, their Caliph. The Caliph is elected by and rules over the Caliphate, a congregation of priests from around the world who have come together to help those in need. The Caliphate doesn't actually endorse the idea of returning to the holy land, interpreting holy scripture to instead claim that the holy land is heaven itself and the kingdom for which Awliya created after they left is actually the world itself. Noravean Disposal Army / the Bandit Army

Faction Name: The Black Vulture Noravean Disposal Army
(Is pejoratively and more popularly referred to as ‘the Bandit Army’ by critics and adversaries)

Faction Type: Paramilitary wing of the Goverment army

-Faction Main Base of Operation:
HQ in Ilwell, in the form of a mostly neglected military training ground at the outskirts of town; the membership of the NDA is generally spread across south Concordia and north-east Vandalia. There is a NDA hideout in a remote alley of Harbrook, which is used as a staging ground for assaults on Awliyans.

-Faction Goals:
Purging Noravea of all ethnic and religious minorities.

The NDA’s name: ‘Disposal Army’ is, as you may probably guess, very morbid; it makes them seem as some kind of cleaning agency. Those who the Disposal Army seeks to ‘dispose’ of are, according to the official claim: ‘’Noravean criminal elements and public enemies.’’
This stance is both perverse as it is very hypocritical, since it is the Disposal Army that –recruit- criminal elements of Noravea into their ranks, while they target publicly the defenceless civilians of undesirable ethnic backgrounds.

-Faction Composition:
The membership chiefly comprises of street thugs, criminal circles and motorcycle gangs who have banded together into local militia’s… with the government’s discreet backing.
The more significant leaders of the Noravean Disposal Army are actually working directly with the regime, and can subtly provide the Bandit Army with all the necessary supplies and funding, while their urban connections recruit Noravean nationalists, hooligans and violent teenagers in the slums of Concordia.

-Initial Assets:
150 agents, most with reservist training apart from the newest civilian recruits.
Each member has been state-provided with weapons and body armour, and signature black berets as the cherry on the cake!
The weapons in question are mostly machineguns and a few rocket launchers. In the NDA arsenal are also 4 state provided armoured personnel carriers.

-Methods of Operation:
While the Disposal Army’s leadership is in cahoots with the government, neither parties would admit to as much. In fact, most members -- who are rebellious in nature -- aren’t even aware that they are indirectly aiding the government forces.
The NDA resort to guerrilla tactics, and they chiefly target civilian populations rather than armed rivals. They avoid government forces and rebel factions alike, and if they engage in actual combat; will quickly sink to petty hit-and-run tactics. The NDA is foul and utterly despicable by nature, and their ‘soldiers’ are undisciplined. The NDA is currently in an ongoing process of employing ex-military officers to drill the recruits – turning scoundrels into ruthless warriors. Though as it is now, the Bandit Army remains cautiously preparing for war as they rally support across Concordia…
Nonetheless they crack down on rows of foreigners with ruthless efficiency and a disturbing amount of zeal. And a crime committed by an NDA thug is (usually) either whitewashed or completely neglected by the government.

-Faction History:
Most of the leaders in the NDA are army veterans with a racist/xenophobic suspicion of foreigners and minorities. Unfortunately, men as they are fairly numerous in the standing government army.
It is only because Mr. Grey never showed particular interest in the persecution of minorities – but rather political opponents -- that the army never had cracked down on them previously. This left many officers with a boiling pent-up frustration, ready to be released when given the chance… And now they have been given the chance.

It is only since last year that these soldiers and officers have started going rogue to pursue their own interests – for the good of all Noravea. It is their belief that the nation’s current state is not to blame on the Four Weeks of Crimson, but rather a scheme perpetrated by the parasitic Losnian people and the treacherous Awliyans, who are deemed cultural backstabbers.

Though the radical intentions of the NDA were initially not in accordance with those of the ruling government, the NDA has since become a paramilitary wing for the government forces. In the government’s eyes; The Bandit Army can be employed to attack the rebels in the southern provinces without the ruling regime having to risk any of their own men. Brilliant!

ANS Lupine

-Faction Name: ANS Lupine



-Faction Main Base of Operation: Annesport, Southmarch

-Faction Goals: To exercise the will of Lord Gray, even - or rather, especially - in the event of his death or the destruction of the government by the invaders.

-Faction Composition: The crew of the ANS Lupine is composed mostly of ethnic Noravean seamen. The Noravean Armada's leadership demands more desirable sailors for duty in her submarine fleet. Minorities and criminals may pass to serve aboard surface ships, the working environment aboard Noravea's few submarines - the pride of the Armada - requires talent that only ethnic Noraveans can provide.

The Lupine typically operates under the exclusive command of Captain Hanz Polosin, a seasoned commander who has served in Noravea's Armada since the early days of the Gray Regime. However, on this tour, Admiral Faustin Negrich - the nephew of none other than Florence Gray - has been assigned to assist Captain Polosin and exercise more sensitive orders.

-Initial Assets:

- The ANS Lupine - a small, quiet attack submarine equipped with the most advanced sonar and weaponry available to the Noravean Armada.
- 70 enlisted seamen, 8 officers.
- One shotguns and two pistols - only to be used in case of mutiny or similar emergency.

-Methods of Operation: Under peacetime conditions, the Lupine's role is to patrol the approaches to the Noravean waters throughout the Eastern Sea and conduct exercises and maneuvers that maintain a well-prepared crew of crack submariners. During tours in time of war, the Lupine's precise mission is known only to its Captain.

-Faction History: The Noravean Armada's submarine fleet was established less than a decade following the Great War, as mandated by trends being followed by navies the world over. Noravea's submarine fleet has always been a small force, composed entirely of attack subs designed to support the surface fleet and defend the Noravean coast from incursion from hostile vessels. Despite Lord Gray's longstanding desire for ballistic missile-equipped submarines that would Noravea's enemies pause, Noravea's military situation is such that boomer submarines are an impossibility. The submarine fleet is therefore relegated to a role of merely maintaining naval parity with it's neighbors.
