I'm still working on a character for this, btw, and I'm leaning heavily on an idea that could be a teenaged student at Academy 12. There don't seem to be a lot of PCs hanging around there though, so is there be a way for my future character to get involved with the plotlines involving NEST? Internships, maybe? :P

As an untrained civilian? No. NEST wouldn't allow it.

They aren't a department store, so they wouldn't do interns. There's plenty of teens around anyway.
