The best way is to have the Ethereal come to you in Arcadia 1. While avoiding the other two factions.

Try to get their attention yeah, but the problem would be that it may get the attention of the other two.

Though the Quincy have expanded their pocket dimension base in most of Arcadia so it'll reach him first probably.

They need a legion of NPCs to make them seem active like the other factions. Which is hard to do because most every NPC that I could bring in would invariably try to stab Ba'al in the back and take his place.
