Former Commissioner Holding Press Conference

Former Police Commissioner Ellen Yindel is holding a press conference this evening in front of the GCPD building, and the suspicion is that she will be announcing a mayoral campaign.

Since stepping down as Commissioner (and endorsing current commissioner James Gordon) Yindel has been heavily involved in city wide politics, and has become a prominent member of city council. Her strong voice has led many to believe that she will run for mayor to start seeing the change she has been advocating for several years now.

She stands as a symbol of Gotham politics, whereas her biggest contender, former Mayor Aubrey James, whose abrupt flight from Gotham City several years ago leaves him surrounded in a sea of intrigue and doubt. James has not been involved in Gotham politics at all, but his entire political campaign hinges on support of the Batman, whose presence has dropped Gotham crime by some 90-odd percent and allowed for the former Mayor's "safe return."

Bruce Wayne to host Children's Hosptial Gala

Every year Gotham's Children's Hospital holds an extravagant Gala Event for the good people of Gotham, for the purpose of raising charity funds to keep the Hospital in the green. Traditionally, everyone from the Average-Joe Gothamite to the wealthy denizens of West Side will attend. This year, the illustrious Bruce Wayne himself will be hosting the event on the Ballroom floor of Wayne Tower, lower East side of Miagani. With a masquerade theme and special appearances from world-renown entertainers Le Cirque D'etrange, this is an event you don't want to miss!

Description:
Afon is a Caucasian man, standing in at 6'4" in height and he is built like a truck. He has a strong, chiseled chin and a rather large nose. His eyes are blue, he has extremely short yet blonde hair. His standard wear includes a black raincoat with a white, collard shirt underneath. He also wears black trousers and dress shoes, along with a Black Fedora
Distinguishing Characteristics:
Afon is constantly seems with an evil grin on his face and nothing upsets him, or so it seems. He can be very hard to read and is typically cold and calculating to most.
Inventory:
He prefers mafia style clothing as he feels it is professional, his weapon is an old Chicago Typewriter and a glock.
Backstory:
Afon was born in the slums of Moscow to a family that could not always afford the common necessities due to a nearby mafia constantly demanding money. Over the years, Afon had trained himself to be like them, all on his own for most of the time. His plan had worked and he infiltrated the mafia, stealing all the money that he could and getting his family to Gotham. Still, they lived in the slums, though this allowed the Immortal to grow his power even further. At the age of twenty-seven, he established himself in the arms industry and grew a fascination of allowing all to have an equal opportunity in life. It was then, at the age of thirty that the plan of creating equality was set in motion, planning to eliminate poverty and knock the rich down a peg.

The gang seems to have a real mafia them going for it and the uniforms tend to be exceptionally fancy though still making them look civilian from the outside. Though each member has a small tatto of the Equality scale on their cheek.

Real Name:Lonnie Machin
Alias/Nickname:Anarky
Description: Anarky always appears before his followers in bright red clothes. The circle-A. An easily recognized symbol of anarchy, is painted on the torso of his jacket in white paint. His face is covered by a white, featureless mask, as if to emphasize he is just another common man. The relatively mundane nature of his attire means he is not easily picked out in a crowd, especially not a crowd of his own supporters.
Distinguishing Characteristics: Actually not as old as he appears to be. Lonnie is actually just 15 years old. He uses a special harness to prop up a mannequin head above his actual head. This, combined with his body-covering attire, makes him appear like a fully grown man.
Inventory: His Outfit and equipment are quite simple. He wears a simple but protective uter layer of clothes. Not unlike the outfit of a more hardline protestor. He does not really have specialized weaponry of his own, but seems to have a preference for easily concealed but destructive weapons like molotov cocktails or pipe bombs. He is also quite handy at martial arts, able to take on common street thugs quite handily.

Backstory: Lonnie Machin, son of middle-class gothamites Mike and Roxanne Machin, has always shown a prodigious intellect with the potential to do great things in the future. At eleven years old, he gained a foreign pen pal by the name of Xausus. Every month, they exchanged letters. Lonnie talking about all the good things in the united states. Xausus writing about the poverty and repression in his country.

After a year of contact, Xausus suddendly stopped writing back. The letters Lonnie himself sent were also constantly returned. A year after this sudden break in contact, Lonnie receives a final letter from Xausus. Explaining his father ahd been arrested, his mother and sister had been taken by sickness and famine, and he himself had become homeless and fending for himself.

Driven by worry for his friend and a desire to understand how this all happened, Lonnie looks up all he can find of Xausus' country. What he found was a country torn apart by a brutal civil war, and, perhaps more contributing to his present day self, an american company making millions from selling weapons to both sides of the conflict.

Of course Lonnie was outraged to discover this. It disillusioned him greatly. Mahe him see the elite exploiting the common man. Keeping the masses placated with bread and circuses. He would tear the system down. First in gotham, and then everywhere else.

Gang Name:Anarky Reigns
Gang theme/motif: There is little uniformity amongst anarky's followers. All that is required is that they wear the color red, and if possible. Prominently display the circle A symbol.
Gang colors: Bright shades of red, contrasted with white.
Hierarchy (optional): Anarchy: Despite the fact anarky's followers are zealous and numerous, their deorganized nature makes it hard for them to coördinate as a whole. The only people unanimously considered leaders are anarky himself and perhaps a similiarly strong follower that could be considered his second in command.
Dealings: Money: the financial system is rigged in favor of the elite. It is time the opressed and downtrodden rise up and take their fair share.
Recruitment:INSPIRATION: Anarky's spirited speeches and personality call the downtrodden and dissillusioned of the city to action. They are a varied grab bag, from war veterans that fell out of the system to the homeless that lost all they owned to the cold reality of gotham's property owners. All of them have a bone to pick with the system, and all of them have now stood up as one.

Real Name: Heinrich Gunnar
Alias/Nickname: The Hammer (like a gun hammer?)
Description: A 6'1", blonde haired, blue eyed German man. Incredibly fit, rippling with muscle. In public, wears a black suit with a dark red tie. While engaged in combat, wears a black and red combat-jumpsuit, and a rather large array of weapons. His face remains uncovered. His hair is short but not buzzed. The Hammer is 34 years old.
Distinguishing Characteristics: The rather large array of weapons, including occasionally a rocket launcher.
Inventory: Black and Red combat-jumpsuit (think Deathstroke). (2X) 9mm Pistols, (2x) Uzi SMG, One of the following, depending: Russian Klashnikov Assault Rifle (AK-47), Custom made sniper rifle, Rocket Launcher, Custom built Light machine gun. A foot long hunting knife.
Backstory: Born and raised in Berlin during the Cold War, Heinrich quickly developed into a cold, hard man. His father was a soldier for the west, secretly running arms to the east. When the USSR collapsed, Heinrich immediately moved to Gotham. He found that guns were in high demand, and began importing and selling them at a low level. As the corruption in the city spread, and the need for weapons rose, Heinrich found that his own business was flourishing. Soon, he had a decent sized following and thousands of weapons to sell.

Gang Name: The Firing Squad
Gang theme/motif: Weapons. Lots of weapons. All members wear the black and red colors of their boss, to varying degrees. Even the lowest agents are required to carry at least 2 weapons, the default are a 9mm Pistol and Uzi, but the gang members are free to purchase their own arsenal, which most of them do.
Gang colors: Black and Dark Red

Boss-The Hammer: Top level position, can be filled if the current Hammer is killed
Second-The Trigger: Second in Command to The Hammer, serves mostly as a guard and trusted friend
Third-The Mechanisms: In charge of administrative duties, along with commanding the general rabble. Well trained generals. There are 4 maximum
Upper Gang Members-The Clips: In charge of smaller individual squads, Each Clip serves as a local commander, similar to a sergeant.
The Rabble-The Bullets: All gang members with no specific authority.

Real Name: Delford Wade
Alias/Nickname: Iraq
Description:
Delford is an African American male with a clean scalp and dreadlocks tied on his head with a blue scrunchie. He wears an orange sleeveless puffy vest hoodie with a long sleeve black and white sweatshirt with the sleeves pulled up to just before the elbows. He also wears black cargo shorts and ripped camouflage pants under them. He wears black basketball shoes with a fur trim on the top. He has a pair of earrings and his old dog tags from the war.
Distinguishing Characteristics: N/A
Inventory: His pistol, his knife, and his US Army dog tag.
Backstory: Iraq was born in 1987. He was raised along with his cousin Tyrone "Bedbug" Hayes. Iraq ran in the United States Army and fought during the Iraq War. Being honorably discharged, Iraq became the leader of the Black Viceroys and turned the small gang to a powerful crime syndicate in Gotham. The Viceroys led by Iraq seized control of the abandoned Rossi-Fremont public housing project and made of the abandoned apartments buildings an almost impenetrable fortress.

Gang Name: Black Viceroys
Gang theme/motif: Military-esque gangsters.
Gang colors: Orange and various dark type colors (Dark-Blue, Black, Gray, etc.. as long as there are Orangein their gang color).
[b]Hierarchy (optional):
Gunman - The weakest type of Viceroy, Gunmen can be easily killed by a shotgun shell to the chest or a headshot. Gunmen wield pistols, SMGs or shotguns, and will occasionally throw Frag Grenades (much like the other types of Viceroys excluding Enforcers) towards their enemies.

Veteran - Veterans are soldiers who are more experienced than Gunmen but still weak. A couple of SMG/Assault Rifle rounds or a shotgun blast can easily take them out. Their heads are also vulnerable to headshots.

Marksman - Gunmen who use sniper rifles. They are usually perched high up among the ruins of locations like Rossi-Fremont and can be difficult to identify without being spotted due to their locations. A sniper rifle is the best option to help identify them, but the best method is to just look for their distinctive red sights. Marksmen can be taken out easily with a sniper shot to the head, but this can be difficult due to the unsteadiness of sniper rifles. Whichever method you use, Marksmen should be eliminated as soon as possible since they can kill enemies in two to three shots. Marksmen, when spotted, will have a red circular shaped target over their heads to identify them.

Elite - These "family" members wear tactical armor and wield high-power automatic weapons. When identified, they will have a red star on their bodies. Elites are tough to take out due to their armor, but they have open-faced helmets, making their heads a weak point.

Enforcer - As with any other Enforcers in the game, these are the strongest, yet rarest members of the Black Viceroys. They have incredibly tough full-body armor and wield powerful shotguns or machine guns, which can kill the enemies in a matter of seconds if he doesn't take good cover. Enforcers are nearly unstoppable if the player uses rifles or shotguns, but they are incredibly weak to explosions.

Dealings: While the Viceroys make most of their revenue from traditional drug manufacturing and marketing operations, they have expanded into new areas, including embezzlement, extortion, bribery, kidnapping, and even cybercrime. Furthermore, under Iraq, they have entered into an arrangement with the Club to provide protection for the latter's newly-forged human trafficking network, which has drawn the Viceroys even more closely into the world of international crime.
Recruitment: Inspirational however there would be fear since someone has fought Iraq's leadership of the Black Viceroys.
Base: Abandoned apartment buildings, don't know where the abandoned apartment buildings are since I don't know much of Gotham.

The Vnokoveskaya Bratva

Anatoli Artemovich Sluchevsky

Alias/Nickname:
The Cockroach

Description:

When conducting formal business, Anatoli usually wears an expensive black and white three piece suit accompanied with a dark blue tie. When not doing business, he usually wears a blue button up shirt with the sleeves rolled up to his elbows, showcasing the tattoos on his arms.

Distinguishing Characteristics:
Anatoli has a long, broad swathe of scar tissue above his right ear, stretching from the side of his forehead to just past his ear. Aside from the scar, the most distinguishing characteristic of the Russian mob boss are his tattoos. In the Russian underworld, tattoos are everything. Without tattoos, one simply did not exist. Being a boss of his own Bratva, Anatoli’s body is covered in a myriad of different tattoos, each one having a special meaning related to his background, personality, and criminal rap sheet.

Inventory:
Anatoli rarely, if ever, carries around a firearm with him. Despite this, he is not at all defenseless. Protected by four of his most trusted men at all times, Anatoli seldom finds the need to use a firearm, regardless of the fact that having one could help him greatly, especially in a city like Gotham. He does like to keep a switchblade with him at all times, apparently for nostalgia's sake, he says.

Backstory:
Anatoli was born to a poor, working-class family in Moscow during the Cold War. Orphaned at a young age, he lived in the filth, mud and blood of Moscow's slums. Raised among thieves, Anatoli learned early that to get what you wanted, hurling bricks tended to work better than hurling insults. At the age of 12, he joined a small gang calling themselves the Vnokoveskaya Bratva. From a young age, Anatoli was already involved in many criminal activities with the Vnokoveskayas—running petty street scams, selling contraband cigarettes and fake lottery tickets, running extortion rackets, protecting the gang's brothels and even stealing cars.

Starting from the age of 16, he began working as an enforcer for the Vnokoveskaya, eliminating disloyal members within the gang and keeping the peace in many of the Vnokoveskaya's territories. During his time as an enforcer, there has been a total of six attempts on his life, with one of such attempt nearly killing him and giving him the iconic scar on his head. He earned the nickname 'Cockroach" for his habit of surviving the many attempts on his life.

He was ruthless and efficient, and his ascend through the ranks of the Moscow criminal underground was paved with blood, sweat and tears.

During the onset of the Soviet-Afghan war, the Vnokoveskaya expanded its activities to include drug trafficking as well, gaining much profits from the heroin trade within Afghanistan. As an enforcer, Anatoli was in charge with keeping the gang's dealers and drug mules safe. He gained a lot of friends and valuable connections within the heroin drug trade, which would help him immensely in the years to come.

By the age of 27, Anatoli had already served 4 prison sentences and built a reputation as a well-respected enforcer within the Moscow criminal underground. He was crowned at the age of 31, gaining the stars on his shoulders and knees, which permanently marked him as a member of the vor v zakone. As a Vor, he began to rise fast in the Vnokoveskaya hierarchy, eventually gaining the rank of Pakhan at the age of 34 after killing the former leader of the mob with a rusty switchblade.

He would lead the Vnokoveskaya for the next 10 years, expanding the gang's criminal activities a tenfold.

Were it not for Russia's crackdown on criminal organizations, the Vnokoveskaya would probably still be operating from Moscow. Unfortunately, it would not be so. With the FSB knocking at his door, Anatoli decided to gather his resources and move to a city he knew he would thrive in: Gotham.

Gang Name: Vnokoveskaya Bratva

Gang theme/motif: The Vnokoveskaya Bratva (Vnokoveskaya Brotherhood) is an independent Russian criminal organization that recently rose to power in the Gotham underworld. Much like the American-Sicilian Mafia, the inner circle of the gang is made up of made men (Vory v zakones, Thieves in law), whereas the bulk of the organization's manpower comes from associates (Shestyorka). In terms of outfits, Vors of the Vnokoveskaya Bratva are encouraged to wear the most expensive suits they could afford, whereas associates of the Bratva are free to wear whatever they want. One can also easily spot a Vor by the 8-point stars on his shoulders and knees. Members of the Vnokoveskaya are usually either Russians or those hailing from post-soviet states.

Gang colors: Black and Dark Blue(Suits and ties)

Pakhan- Leader of the Bratva, Boss.
Sovietnik- Advisor/Counselor of the Pakhan.
Kaznachey- Second in command to the Pakhan, Underboss.
Avtoritet- Highest ranking Vors, each one leads a crew of Boeviks. Usually has a crucifix tattooed on their chest.
Boevik- Soldiers of the Bratva, makes up the main strike force. Made up of both low ranking and high ranking Vors.
Shestyorka- Associates of the Bratva, it is a temporary position and an individual either makes it into the Vor-world or are cast aside.

Real Name: James Conrad
Alias/Nickname: The Fox
Description: When he's out of his mask and being more legit business man.
Distinguishing Characteristics:No
Inventory:They usually use a normal 9mm Pistol but nothing super excessive.
Backstory: James grew up in Gotham with his family being part of the working class James had to strive for greatness. He did well in school and was strong but also a capable leader being elected his school president and playing the football team. He became valedictorian before going to college. In college is he studied hard and worked through gaining a masters in finance. After college he returned to Gotham and got a nice position in Wayne Enterprises though in order to rise his competitors needed to fall. So he reached to some old High School friends who didn't do so well after college and was able to persuade them to work for him. Ever now and again some suicide missions are needed and those are saved for the drug addicted, crazies. But he keeps tabs on his friends through the use of his business which may or may not be legal.

Gang theme/motif: Wear dog/wolf masks, knifes for claws but also very tactical at taking people down.
