Yeah people can master things but of course if a seated officer tried to use Hado 90, it'd be weak as shit and it'd drain ALL their energy xDDD sure they could learn it and use it but it's still weak and very energy consuming

Like I quoted, was the way it was explained to me.

seated officers could would be a master in one area and an expert in another
Lieutenant could master 2 area's and be an expert in another
and captains can master 3 Area's and be an Expert in the last.

But i get your point, which is why even though Gio is a Kido concentrated character I keep his numbers low in the IC to avoid being broken.

Skill wise yes. Power wise? Not a chance. Like I said they could use Hado 90 on even a Lieutenant and it'd fail miserably...the Lieutenant could break it with the swing of a sword xD
