Use your better judgement, or ask players to specify. In my Character's case, he'd most likely be pretty open about his recent history and work background, probably not as much his childhood just because that's starts getting into some murky areas. On the other hand, I'd doubt @Heat's character would give you any personal information at all unless you really pestered him.
